Exh 9 I-/0-00 City Manager Report January 10, 2000 User Charge Survey; Attached for your information is a summary of a User Chazge Survey prepared by the Florida Department of Environmental Protection and dated December, 1999. The survey listed user rates from 233 public and private waste water systems as well as 293 public and private drinking water systems. Information for this summary taken directly from the DEP survey includes the JEA and State average rates. The rates for Atlantic Beach, Jacksonville Beach, and Neptune Beach were ail prepared by City staff because some inaccuracies were found in the DEP report. Beach Water Sampling; Attached is the most recent beach water sampling report dated 12/28/99 compiled by the Florida Department of Health. Once again, all locations in the Atlantic Beach area are rated "good." Florida Times Union to lose local reporter; Cathy Cronover will leave the staff of the Florida Times Union to take an editorial job with a newspaper in Fayetteville, North Cazolina. The move is slated to take place at the end of the month. Cathy has done a great job in fairly reporting issues related to the City of Atlantic Beach. Brooks, M.D, Governor S~'~~'-- news release • news release • news release • news release • news release • news release Contact: Patricia Frank RN, Public Information Officer phane:630-3254 fax: 798-4669 OUTLOOK QF WATER QUALITY {1228-99) The Beach Water Sampling and Public Notification Study was developed by the Florida Department of Health and the Duval County Health Department in conjunction with the United States Environmental Protection Agency (EPA}. The study's purpose is to determine levels of bacteria in the surf Dry and wet weather conditions will be analyzed between July 1, 1999 and June 30, 2000. Bacterial data from this study will be combined with rainfall data from sampling events to develop a correlation between the amount of rainfall and increases in bacterial levels. This research is based on the amount Enterococci bacteria found per 100 ml of marine water. According to the EPA studies on bacteria, the density of the Lrttcrcuc~ci .rp bacteria as an indicator group in seawater shows the best relationship to swimming-associated gastroenteritis. Gastroenteritis illnesses were significantly associated with polluted water and did show a functional relationship to water quality measured with this bacterial indicator.
