Exh 9~. 9 ~-z~-oo City Manager Report January 24, 2000 Controlled Bura on Dutton Island; The State Forestry Service will perform a controlled burn on Dutton Island in the near future depending on weather conditions. This controlled burn is one of the steps included in the plan for the development of Dutton Island. The media will be notified as soon as the final date is set. Negotiations with JTA on Flyover Project; A second meeting between City Staff and JTA officials was held on January 18 to discuss various issues related to the MayportlFlyover Project. The status of the major points is summarized in the following: Mayport Road Retention Pond; JTA's Engineer will redesign the pond to accommodate the installation of playground equipment on the western side of the pond. A. B. staff has requested the JTA to include in their plans a paved walking surface of approximately six feet in width, an irrigation system and aeration for the pond. To accommodate this redesign, the shoulders of the retention pond will encroach on City right-of--way on 4~' and St`' Streets. Revised plans for this are expected within two weeks. Begonia Street Pond; JTA has concluded that the proposed Begonia Street Pond (Pond C) can not be incorporated with the City's existing retention pond because of differing elevations. If the City's pond were raised approximately three feet in elevation to accommodate the JTA Pond, it would no longer serve its purpose of retention of storm water for the Section H area. However, the JTA may modify the shape of their Pond to save some of the Live Oaks in the area. First Street Closing; JTA has requested that the City Commission take formal action to close First Street at its intersection with Mayport Road in connection with the Commission's earlier request. They have also requested that formal action be taken to confirm the City's request to eliminate the berm originally proposed for landscaping purposes. JTA has indicated some variation in terrain will be incorporated in the landscaping plans for aesthetic purposes, but will not exceed two feet in height. JTA has agreed to extend the landscaping across the First Street right-of--way and is negotiating with the mobile home park owner on the north side of First Street for some additional property fronting on Mayport Road for further extension of landscaping. -..~. City Manager Report January 24, 2000 Page 2 Additional items still under study; the Florida Department of Transportation has not yet decided whether they want to maintain ownership of the residual triangular shaped piece of property that will be left behind the landscaped area south of First Street. Atlantic Beach Representatives have expressed a desire to utilize the property as a "pocket parr' with additional landscaping and possibly picnic tables after the completion of the project regardless of whether the property is owned by FDOT or transferred to the City of Atlantic Beach. Also, both the JTA and FDOT have been asked to consider the installation of bike lanes and sidewalks on the Flyover Project as well as the additional bridge being built over the Intercoastal Waterway. Several discussions between engineers of the FDOT and JTA have taken place and final decisions on each of these items is expected in the next two weeks. .~ -..~
