Exh 3A - February 8, 2000 MEMORANDUM TO: > The Honorable Mayor And Members of the Citv Commission FROM: Jim Subject: Follow-up i 3A 2- I~roo The following are responses to questions and requests for additional information that were made at recent City Commission meetings: - Fire Pension Funds transferred: On January 27, the assets of the Atlantic Beach Fire Pension Fund were transferred to the Jacksonville Fire Pension Fund totaling $1,614,741.93. The estimate of the actuarial liability related to the transfer of responsibility for providing fire pensions to employees who previously worked for Atlantic Beach as of that date was $ 1,483,758.00. Therefore, the estimate of fire funds that were in excess of the actual liability which were transferred to Jacksonville equaled $130,983.93. J.E.A. Water/Sewer Extensions into Atlantic Beach's Territory: After several letters and phone conversations with representatives of the Jacksonville Electric Authority as well as the Jacksonville General Council's Office, the J.E.A. has verbally agreed to substantially comply with Atlantic Beach's requests to eliminate from their plans the installation of new hydrants, water and sewer stub outs onto City streets and to reduce the length of the extension of water and sewer -_ mains onto Mayport Road in connection with the Flyover Project. When confirmation is received from the J.E.A. in writing, it will be forwarded to the Mayor and Commission. Strate 'c PlanninPtannin : A facilitator for the upcoming Strategic Planning Meetings has been hired, the meetings have been set and arrangements made. Ed Preston will serve as the facilitator working on behalf of the University of North Florida. He has extensive experience in facilitating planning functions with both private and non-profit entities in the Jacksonville area. The three meeting dates and locations are as follows: Meeting 1 -Monday, February 28, Spm to 7pm - City Commission Chambers * Meeting 2 -Monday, March 6, 7:15 to 8:45pm - Sea Turtle Inn Meeting 3 -Saturday, March 11, gam to 12:00 - Sea Turtle Inn Follow -up items Page 2 Negotiations with Jacksonville Trans~,ortation Authority: Since the last report, the J.T.A. has submitted a revised layout for the retention pond to be located on Mayport Road. The revision complies with the City's request to break up the rectangular lines far better esthetics. The City's Recreation Board as well as the F.D.O.T. have expressed concerns about location of playground facilities so close to a pond. The J.T.A. is yet to make a final commitment on paving of a walking surface around the exterior. The City's consultant (Aikenhead and Odom) determined that a tide gate is not advisable at the Wonderwood Widening Project and agreed with the J.T.A. that a better solution would be to raise the level of Regulus Drive (adjacent to the City's Buccaneer Wastewater Plant). A separate report on this is provided later in the agenda. A copy of the noise study prepared by J.T.A. for the effects of the Flyover Project has been received by Atlantic Beach and copies have been distributed. Other pending issues as of this date include a final decision by J.T.A. and F.D.O.T. concerning bike trails and side walks, F.D.O.T's. decision about final ownership of the residual triangular shaped property adjacent to West First Street and a comparison of cost for City requested additions to the project vs right of way value of City property and other related financial considerations. Also, a City revised draft of the memorandum of understanding between Atlantic Beach and F.D.O.T. for landscape maintenance is being reviewed by the F.D.O.T. attorney.
