RESOLUTION NO. 00-01
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
REQUESTING THE JACKSONVILLE TRANSPORTATION AUTHORITY TO
MODIFY THE LANDSCAPING PLANS -FOR THE MAYPORT FLYOVER TO
REPLACE THE PROPOSED BERM WITH A BAND OF TREES AND SHRUBS;
TO APPLY THE RESULTING COST SAVINGS TO PARK, ROADWAY AND
DRAINAGE IMPROVEMENTS NECESSITATED BY THE CONSTRUCTION OF
THE MAYPORT FLYOVER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, certain negative impacts of the Flyover project have been identified, including,
noise abatement, location of retention ponds, and traffic circulation, and
WHEREAS, the Atlantic Beach City Commission has a desire to improve the landscaping
and buffering of properties within the project area, and
WHEREAS, the Atlantic Beach City Commission has determined that the proposed berm
can be replaced with a landscaped buffer of trees and shrubs, resulting in an equivalent sound
reduction level,
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach
as follows:
__ SECTION 1. The City Commission of the City of Atlantic Beach City hereby requests the
Jacksonville Transportation Authority to modify the Mayport Flyover project plans by replacing the
proposed berm with a buffer of trees and shrubs and to extend this buffer northward past West First
Street in order to reduce noise impacts on residents resulting from the construction of the Mayport
Flyover.
SECTION 2. The City Commission of the City of Atlantic Beach further requests the
Jacksonville Transportation Authority to cooperate with City staff in applying the resulting cost
savings to improvement of key roadways to mitigate traffic flow pattern changes caused by the
Flyover project and to improvements west of Mayport Road to provide needed recreational facilities
for nearby residents.
SECTION 3. This Resolution shall take effect immediately upon its final passage and adoption.

Per your request, this letter should clarify the situation with respect to the
noise impact of this improvement pxojeet. First, both of these roadways, Atlantic
Boulevard and 1'~iayport Road, are arterial roads with frequent driveways and street
accesses, which make attenuating any traffic noise e:tremely difficult.
The Authority requested that the design consultant produce a noise analysis
of the proposed improvements. The analysis considered noise changes resulting
from changes in the traffic patterns as well as general increases in traffic volumes.
This analysis indicated that, while there were several locations which would
experience an increase in noise levels, the increase at those sites was nominal.
Only three sites experienced a three decibel increase. A three decibel change is
considered the minimum that is perceptible to the human ear.
Due to the physical layout of the area and the roadway, extremely high walls
would be necessary to substantially affect noise. The cost of providing such walls
would be significantly higher than the guidelines in terms of the number of people
vaho would benefit and the projected noise reduction achieved. High walls may also
present negative aesthetics and safety concexns. Therefore, based on established
State and federal procedures, our consultant found there was no requirement to
provide attenuation for noise for this project.
The JTA did~agree that we would be willing to install a raised earth berm as
apart of the landscaping for this project. This berm would have a positive but

minimal effect on noise. This landscaped berm would have to be maintained by the
City of Atlantic Beach to be acceptable to the Florida Dept. of Transportation.
It is my understanding that due to the difficulty in maintaining the
landscaped berm and for other aesthetic and safety issues, the City of Atlantic
Beach would prefer J'I`A to not install the berm. It is ~3TA's position that if formally
requested, the JTA will comply and install landscaping without the raised berm in
this location.
The JTA will continue to work with officials of Atlantic Beach to make
further improvements in the project for the benefit to the entire community_ Please
let me know, if you have any additional questions concerning the noise report sent
to you earlier.
