within ten (10) feet of any lot line which abuts a street.”

Beach Ave is Actually a Rear Yard by Code Even Though it is on a Public Right-of-Way (24-84(b)).
Possible to have a 6 foot tall fence on the Beach Ave property line along the full length to the corner without a variance pending approval from Public Safety.
