Ford DATE: February 8, 2000 BACKGROUND: The State of Florida Department of Community Affairs (DCA) requires adoption of approved codes by all jurisdictions. The DCA has approved the 1999 National Electric Code and advised all jurisdictions to adopt and enforce it as soon as possible. We have reviewed the code and submitted major and minor changes that will affect electrical installations in Atlantic Beach. Based on this rule, as of September 20, 1999, the 1999 NEC is the state minimum _ electrical code which you are advised to adopt and enforce as soon as possible. Enclosed for your information are a copy of Rule 9B-3049 which adopts the 1999 NEC and a letter concerning Fair Housing Act accessibility standazds. On September 19,1999, Mo Madani, Planning Manager of DCA advised all the Building Officials in the State of the approval of the 1999 National Electric Code (NEC) and to adopt and enforce the code. We have reviewed all 340 charges from the 1997 NEC to the 1999 NEC. From this review we have found the body of the code has been reorganized and consolidated to create a more "user friendly" code. Most of the changes are due to this reorganization. in the review the new code sections and the changes were divided into major changes and minor changes. Major changes are changes that will require additional labor, materials and/or design costs. Minor changes are changes thatwill require different installation approaches and will not effect costs. Since Atlantic Beach permitting activity is 99% residential, we have focused mainly on residential changes. The breakout of changes is as follows: • Revising/Reorganizing/ Consolidating 161 • Residential changes 58 • Commercial/Industrial 103 • Pools 1 g From the residential changes in the code there are six major changes. They are as follows: Section 210-23 -Requires an additional branch circuit for each bathroom or small appliance. Many structures have two kitchens or wet bars that are fully equipped. This change requires a single circuit for each. 2. Section 210-52 -Requires single branch circuit for kitchens. -- 3.. Section 250-50 -Allows alternative grounding methods. 4. Section 250-50(a)(2) - Requires a supplemental grounding electrode and must meet 25- ohms-to-ground resistance requirement. 5. Section 300-4 -Requires warning ribbons be placed over underground service laterals at least 12 inches above underground installation. 6. Section 336-4&5 -Allows nonmetallic sheathed cable in single family and multifamily dwellings three stories and less. Conduit no longer required. Also from the residential section are three major changes: 1. Section 210-70(a)(1) at least one wall switch controlled lighting required- in every habitable room. 2. Section 210-70(a)(2) provides for lighting at all exterior sides with an exit and all hallways, stairways and attached garages and interior switches. Previous code allowed an exterior outlet for outside lighting and did not require a switch. 3. Section 339-3 -Type OF (Underground Feeder) cable must be protected (by rigid pipe) when installed where subject to damage such as near driveways. We would like to adopt the code and have it in effect as of March 1, 2000. Based on feedback from local electricians we do not believe this will cause any excessive costs to any projects in Atlantic Beach. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA: Section 1. Chapter 6, Building and Building Regulations, Article III, Electrical Code, Section 6-31, Standards for materials, installations, etc., is hereby amended to read as follows: Section 6-31. Standards for materials, installations, etc. All electrical construction and all materials and appliances used in connection with the installation, maintenance and operation of electrical wiring, apparatus or equipment for light, heat or power within the city shall conform to such rules and regulations as may be embodied in this chapter or as may be adopted in this article and shall conform with approved methods of construction for safety to life or property. The regulations set out in the National Electrical Code, 1999 edition, as approved by the National Fire Protection Association (N.F.P.A.), are hereby adopted as the minimum standards for all electrical construction within the city. Section 2. This ordinance shall take effect March 1, 2000. Passed by the City Commission on first reading this day of , 2000.
