Re: Review and Building Permit issuance for expansion and future development
of the Fleet Landing retirement community
Dear Mr. Meserve:
Enclosed is a copy of a letter, dated February 27, 2004, from then City of Jacksonville
Planning Director, Jeannie Fewell, to Thomas H. Goldsbury, Chief of the City of
Jacksonville’s Building Department, who currently remains in that position, confirming that
the City of Atlantic Beach would continue to process, inspect, and issue Building Permits and
Certificates of Occupancy for future expansion of Fleet Landing. Ms. Fewell also
acknowledges the Interlocal Agreement between the two Cities prepared expressely for this
purpose and recommends that the established review and permitting process through the City
of Atlantic Beach continue. I would note that this agreement is limited to Florida Building
Codes only and does not extend to cover issues such as drainage and stormwater
management facilities, other infrastructure, trees and environmental requirements where
additional requirements may be applicable, and other agencies may have regulatory
authority. All documents related to this matter are clear in their intent that this review and
permitting process is to continue through completion of all expansion and development of
Fleet Landing.
