Exh 8CSC z^i~-oa City of Atlantic Beach City Commission Meeting Staff Report Agenda Item: Grant Writer Recommendation Date: January 21, 2000 Submitted by: David E. Thompson, Director of Public Safety Background: In the 1999-2000 Atlantic Beach budget, $20,000 was identified for acquiring the services of a grant writer to seek and apply for grants on behalf of the City. A Request for Proposal was advertised and sent to businesses and individuals in the area that perform these services, and the due date for submittal was _ December 31, 1999 at 3:00 PM. Four proposals were received by the due date. The companies/individuals included: Dianne McGibeny Jordan & Associates Fred Fox Enterprises, Inc. PBS&J The proposals were reviewed by Public Safety Director David Thompson, Public Works Director Robert Kosoy, Community Development Director George Worley, and Pazks and Recreation - Director Timmy Johnson. After reviewing the proposals, two (2) were selected for interviews. Fred Fox Enterprises, Inc. and PBS&J were scheduled for interviews on January 20, 2000. Public Safety Director David Thompson and Public Works Director Robert Kosoy interviewed Daphne Summers and Wayne Lasch from PBS&J, and Fred Fox from Fred Fox Enterprises, Inc... After comparing qualifications and prices, a recommendation was prepared for the City Manager. In comparing the two (2) companies, it appeared that PBS&J has local contacts and experience that could help in forming partnerships and obtaining support for Atlantic Beach projects. PBS&J has engineers and expertise on staffthat may offer additional opportunities for funding beyond the capability of Fox Enterprises (or Fox would have to contract out the work). The staff assigned to the Atlantic Beach projects from PBS&J would generally have a lower cost per hour for services performed, and they appear to have information sources throughout the state to maximize their effectiveness in identifying funding sources. If the recommendation is approved, then staff will negotiate with the selected company to identify the specific scope of services and the costs. Once the scope of services is identified, PBS&J will calculate the number of hours that their staff will need to work on the project, and City staff will review, negotiate, and approve the work and expenses. This will apply to developing a strategic grant plan, and it will subsequently apply to submitting application for various grants. $20,000 was approved in the 1999-2000 budget for this purpose. Recommendations: Authorize staff to negotiate with PBS&J to develop a strategic Grants Plan for the City of Atlantic Beach, and to pursue grant funding for the construction costs for Dutton Island.
