Thomp nS~ ; Director of Public Safety Background: Please see the attached paperwork from United States Department of State, and the AA & SABA CONSULTANTS, INC. This consulting firm provides support and training for law enforcement officers working in South American in their battle against drugs. In their departments, soft body armor is rarely available for the law enforcement officers to wear. AA & SABA CONSULTANTS, INC. has been authorized by Mato Grosso, Brazil to act on their behalf to obtain equipment for their use, including soft body armor. The Atlantic Beach Poilice Department issues soft body armor to all police officers. The vests are fitted at the factory, and the vests are issued to each officer and required while on-duty. The Atlantic Beach Police Department has vests that have been taken out of service due to officers leaving employment, or due to the expiration date for the vests. The vests must be updated and serviced on a regular basis. This is generally done every few years. - Most officers will wear the same vest for many years. However, the Kevlar fiber used in the vests is not guaranteed beyond five (5) years, and we do not issue a used vest that is over five (5) years old. Forthis reason, we have about eleven (11) vests that are out- of-date that we are not going to issue to police officers. Since there is no U. S. market for these vests, and they have very limited value to the Police Department, we are recommending that the City Commission authorize the Police Department to transfer surplus soft body armor, through the appropriate channels, to AA & SABA as discussed in the attachments. ~' Recommendations: To authorize the Police Department to transfer surplus soft body armor to.AA & SABA CONSULTANTS, INC. for utilization by Mato Grosso, Brazil. We are requesting any and all types of surplused or expired equipment that your department might make available. We are looking for vests, body armor, holsters for left handed officers (there are none available to those left handers in the whole State}, and any non-lethal equipment that would nornially be discarded. The officers I am charged with helping have no vests, and go into situations that few of us would go into. So much so that two months ago when I was in Cuiaba, they lost an officer who as he was stepping out of his vehicle took a round in the center of his chest. He lost his life, the 33rd to do so this year in that police force, many fur the lack of are expired vest, or an adequate holster, or a traffic cone. AA & Saba Consultants is registered with the State Department under registration number PM/DTC 080014013, and has been tasked by the government of Mato Grosso, '- - Brazil to act on their behalf in this matter.
