Exh 9~~ 2'~~'Q~ City Manager Report February 8, 2000 Request for purchase/lease of West First Street ro ertX: Attached for your information is a copy of a letter from Dirk Muggenburg to purchase or lease City property between Atlantic Blvd and West First Street. The property is presently undeveloped and is shown on an attached drawing prepared by the City. Residents in the Section H area have expressed a strong desire for the City to maintain this property in its present state to provide a buffer. Stormwater System in Core Citv: Attached for your information is a drawing showing the location and condition of storm drainage lines in the core city area. Some of the core city streets between East Coast and Sherry originally had storm drain lines although several of these have deteriorated to an unusable state (designated as "crushed" on the attached drawing). Other streets contained little or no storm drain lines to begin with. An additional problem that is not shown on the drawing is the differing pipe sizes and elevation problems. In several areas pipe sizes increase or decrease in a somewhat random manner and appear to be the result of utilizing whatever pipe was available at the time. Other areas have pipes with inverts or dips in elevation trapping storm water. This drawing was prepared after the Public Works Director explained that many of the storm drains in the core city were not maintainable unless major replacements were first completed. Sewer line replacement: Towncenter: An emergency sewer line replacement was authorized for the block of Ocean Blvd. between Atlantic and Ahern Street. It became apparent that there were a number of conflicts between the Towncenter rehabilitation design and the City's existing sewer line. Additionally, some sections of the line were so badly deteriorated because of age that it was impossible to get a sewer camera pulled through for inspection. Because the adjoining businesses were being disrupted by the Towncenter Project, we determined that the sewer line needed `- replacement on an emergency basis so as not to further delay the completion of the improvements. Quotes were taken from two companies and Gruhn May Inc. was authorized to relocate the line for $14, 893.00. Work has since been completed and the Towncenter contractor (ABBA) is continuing their work. Enforcement of Tree ordinance: An administrative change has been made to improve the enforcement of the City's Tree Ordinance. Responsibilities for enforcement as well as plan review and liaison with the Tree Board have been assigned to the Building Inspector (Don Ford). The City will be more efficient in it's tree enforcement because the Building Inspector routinely checks construction projects throughout the job and can check for tree ordinance issues while he is there. Previously, the Community Development Director was only able to provide enforcement on a complaint basis. The Tree Board was advised of this change at their meeting on February 7, and no objections to this change were expressed. City Manager Report February 8, 2000 Page 2 Re-engineering the intersection of Third Street and Atlantic Blvd: The Jacksonville Traffic Engineering Division is currently preparing plans to make some changes at the Third Street /Atlantic Blvd Intersection as a result of several vehicles running over the newly constructed curbs. This is the most problematic intersection in the area.
