BACKGROUND:
Duval County collects a user fee of forty-four cents (.44) for each telephone line within
the city to off set the cost of providing 911 Emergency Telephone Service. Each year,
Duval County 911 Emergency System distributes back to the city a portion of this user
fee. This is to off set the cost of 911 Emergency Communications Operators (E.C.O.)
Salaries, and is based on the staffing levels, actual salary costs, and portion of time
engaged in actual 911 telephone usage by the E.C.O.
This inter-local agreement has normally been a yearly agreement. The attached
document has been modified to cover afive-year period, with a maximum increase of
eight percent (8%) per year. This is intended to eliminate the need to execute a new
document each year. The document includes clauses for modification if the City's
E.C.O. salary ranges or staffing levels change significantly.
BUDGET:
-There is no effect on the budget.
RECOMMENDATION:
We recommend the approval of this agreementz and authorize the Mayor to sign it. The
amount to be distributed to the City of Atlantic Beach for this fiscal year is set at
$63,980.00.

14 BE IT RESOLVED by the Council of the City of Jacksonville:
15 Section 1. The Mayor and Corporation Secretary are hereby
16 authorized to execute an Interlocal Agreement with the Beaches to
17 establish an appropriate distribution formula for. dividing the
18 proceeds of the 9-1-1 User Fee for salary relief for a term to end no
19 later than September 30, 2004. A copy of the Interlocal Agreement in
20 substantially the form and content to be executed is attached hereto
21 and by this reference made a part Hereof.
22 Section 2. This resolution shall become effective upon
23 signature by the Mayor or upon becoming effective without the Mayor's
24 signature.

A. The distribution proportion (salary reimbursement) amount shall be remitted to
- the respective City Manager or Finance Director or hislher designee on a
quarterly basis when the appropriate documentation has been submitted.
B. In each succeeding fiscal year, the Sheriff s Office shall determine the maximum
distribution proportion amount to be distributed to-the three participating Cities
by increasing the prior years actual amount by the appropriate escalation factor
or factors which shall not exceed more than 8% of the prior year's actual
amount. The Sheriffs Office shall notify each of the Cities of the maximum
distribution proportion amount in the first quarter of the new fiscal year.
2. The 9-1-1 User Fees collected and distributed as provided herein shall be utilized only
for salaries and associated expenses, as provided for in Section 365.171, Florida
Statutes.
3. Each party accepting funds hereby agrees to provide an audit or accounting of such
funds acid how they were expended in accordance with Section 11.45, Florida Statutes.
4. Each party hereto hereby acknowledges full payment and performance under all prior
agreements on this subject and hereby waives any rights to assert any claim for failure
of pertormance in prior years.
5. This Agreement shall be in effect from the date it is executed by the parties until
September 30, 2004.
