BACKGROUND:
We have received a request from Mr. Jeff Martin, owner of Blocks 172 and 173, Section
"H", for the City to abandon the portion of Gladiola Street south of the Right-of--Way of West
Plaza. Mr. Martin owns all of the property on both sides of that portion of the Right-of--.Way.
The property is zoned for Single-family homes on 50 by 100 foot lots, however because there are
no water or sewer utilities nearby, potable water wells and septic systems will be required. The
additional area necessary for these uses will limit Mr. Martin to construction of only one home on
each block.
The Planning, Public Works, and Police Departments have each reviewed this request and
found no discernable benefit to the City in retaining the specified portion of Gladiola Street.
There is no plan or anticipation of opening of this street and, because its southern end terminates
_ _ in the marsh short of any open water channels, it could not provide public access to the Intra
Coastal Waterway. Staffwould like to note that if water and sewer utilities were to be extended
to this area, additional homes could be built, if done in compliance with zoning setback and area
requirements.
BUDGET: No direct effect anticipated.
RECOMMENDATION:
If it is the desire of the City Commission to abandon this portion of the Gladiola Street
Right-of--Way, staffrecommends adoption of Ordinance No. 65-00-27

AN ORDINANCE OF THE CITY OF ATLANTIC
BEACH, FLORIDA, CLOSING, VACATING AND
ABANDONING CERTAIN PORTIONS OF GLADIOLA
STREET SOUTH OF WEST PLAZA, AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Atlantic Beach has determined that it is in the best interest
of the City to close, vacate and abandon those portions of Gladiola Street south of West
Plaza; and
_ WHEREAS, it is further the desire of the City Commission of the City of Atlantic
Beach to transfer title to the abandoned right-of--way of Gladiola Street to the adjoining
property owners.
NOW THEREFORE, BE IT ORDAINED by the City Commission of the City of
Atlantic Beach, Florida:
SECTION 1. The City does hereby close, vacate and abandon all right, title and
interest to those portions of Gladiola Street, south of West Plaza to its southern termination,
as more particularly shown on the attached map.
SECTION 2. It is the intent of the City that title to said portions revert to the
adjoining property owner, or owners, by virtue of the adoption of this ordinance.
SECTION 3. This Ordinance shall take effect immediately upon its final passage
and adoption.

I am writing this letter to request that the city of Atlantic Beach abandon
Gladiola Street south of West Plaza. I am in the process of purchasing
the blocks of property on both sides of Gladiola on or before the 18`r' of
January 2000.

Polaroid showing the current condition of Gladiola Street south of West
