Dear Mr. Hanson:
On behalf of the children and young adults of the Beaches community, I would like to
thank you for your interests in helping us achieve our mission. Our mission is "to partner with
families and communities to enable children and young people in the Beaches communities to
become responsible, self-reliant, and caring adults." Our partnership with the City of Atlantic
Beach will take us one step further towards achieving our mission in serving our community to
the best of our ability.
As we talk last week, we would like to develop a partnership with the City of Atlantic
Beach in the same fashion we have developed partnerships with the City of Jacksonville Beach,
the City of Jacksonville and most recently with the City of Neptune Beach. For this purpose I
would like to request to speak to the Mayor and the City Council on behalf of the children and
young adults that participate in our programs.
As I indicated to you, all funding provided by the City of Atlantic Beach and other
Beaches cities will help us maintain our building and provide quality programs to our members
and their families, therefore enhancing our Beaches Community.
Today we serve over 700 members, our goal is to achieve 1000 members by the end of
the year. Approximately 30% of our members come from the City of Atlantic Beach. We
provide quality and diverse programs to all our members. We provide programs in all Five-Core
Program Areas: Character and Leadership Development, Education and Career Development,
Health and Life Skills, The Arts, and Sports, Fitness and Recreation.
Once again, thank you for your interests in helping us achieve our mission.

ORDINANCE NO.: 95-91-50
AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY
OF ATLANTIC BEACH, AMENDING CHAPTER 1, GENERAL
PROVISIONS, BY ADDING SECTION 1-5(b), CHARITABLE
CONTRIBIITIONS PROHIBITED, AND PROVIDING AN EFFECTIVE
DATE:
WHEREAS, the City of Atlantic Beach receives numerous requests
fresm various charitable, non-profit, and other worthy causes for
contributions of City funds, and
WHEREAS, Article VII, Section 10 of the Florida Constitution
prohibits the City from giving, lending, or using its taxing power
or credit to aid any corporation, association, partnership or
person.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF ATLANTIC BEACH, FLORIDA:
SECTION 1. Section 1-5(b) of~Chapter 1, General Provisions,
is hereby added to read as follows:
Sec. 1-5(b). Charitable Contributions Prohibited.
The City shall not cgntribute City funds to .any
charitable, non-profit, or other worthy causes.
SECTION 2. This Ordinance shall take effect immediately upon
its final passage-and adoption.
PASSED by the City Commission on first reading this 14th day
of October, 1991.
PASSED by the City Commission on second al reading this
