SUBMITTED BY: George Foster, Human Resource Manager DATE: March 21, 2000 BACKGROUND: ~ There is often a need for a temporary employee to fill in for employees that maybe out due to medical reasons, to fill in for a vacant position while it is being filled, or to perform special projects. Normally the requirement for a temporary is on short notice and for an unknown length of time. In the case of a vacant position being filled, a temporary maybe utilized for a period of from 8 to 12 weeks. On January 25, 1999, the City Commissioners accepted a bid for supplying temporary employment services for the City of Atlantic Beach. We were later advised that the company had been purchased by another company and could no longer honor their contract. Therefore, in February 1999, the Commission awarded the bid to the next best bid that met the specifications, i.e., Remedy Intelligent Staffing. Six temporary agencies responded to a bid for temporary services. The lowest bidder was determined using a "weighted" total cost figure. That is, the hourly rate for the four major categories of temporaries utilized by the City times the total estimated hours utilized for each category. FUNDING: There are no funds budgeted. Funding is normally from the salary account of the vacant position for which the temporary is being . utilized. Prior to the use of a temporary, the Department Head must submit a written request, Finance verifies funding is available, and the City Manager approves or disapproves the request. REQUESTED ACTION: Confirm approve the continuation of contract with Remedy Staffing as primary company to provide Temporary Employees for the City. CITY MANAGER:
