Kosoy, Director of Public Works DATE: March 16, 2000 BACKGROUND: Staff sent out invitations to bid for milling and paving of the following streets for the Public Works Department: Seminole Road from the 5-way intersection north to Hanna Park. Selva Marina Dr. from Saturiba Dr. north to dead end. Park Terrace Dr. East from Seminole Rd. To Saturiba Dr. Park Terrace Drive West from Seminole Rd. To Saturiba Dr. Sea Oats Dr. from Park Terrace Dr. i/ast to Saturiba Dr. 17t'' Street from Park Terrace Dr. East to Seminole Rd. Beach Ave. From 14~' Street to 16~' Street The bid opening was held on March 15, 2000 at 3:00 p.m. and we received four complete bids. The bidders were as follows: The Milestone Company $238,313.80 J.B. Coxwell Contracting, Inc. $331,212.27 Duval Asphalt Products, Inc. $353,260.00 Atlantic Coast Asphalt Company $334,760.71 BUDGET: This work will be funded from Account number 130-5002-541.63-00 in the Road & Streets Division. The amount budgeted for FY99-00 is $403,000.00. RECOMMENDATION: Award to The Milestone Company as they are the lowest bidder and all references were positive. REVIEWED BY CITY MANAGER: CITY OF ATLANTIC BEACH BID NUMBER PURCHASING DEPARTMENT 1200 SEMINOLE ROAD ATLANTIC BEACH, FLORIDA 32233 (904) 247-5818 REQUEST FOR BIDS CO~T'TRACT -MILLING AND PAVING FOR THE PUBLIC WORKS DEPARTMENT PART 1-GENERAL 1.1 SCOPE: The work under this section includes the fiunishing of all labor, material and equipment required to mill existing pavement and provide new paving as specified hereinafter. 1.2 GENERAL REQUIREMENTS 1.2.1 Except as otherwise provided herein, materials and methods of operations required to install replacement pavement shall be in accordance with the applicable requirements and Standard Specifications for Road and Bridge Construction of the Florida Department of Transportation, 1999 & 1991 Editions. 1.2.2 Where construction requires removing pavement, or where existing paving is damaged by the Contractor's operation, it is the intent of these specifications that due care be exercised in cutting pavement, backfilling trenches and replacing pavement to the end of securing a condition where no further settlement of trenches will occur and the paved surfaces will be restored to a condition equal to or better than that existing before construction began. 1.2.3 No paving work shall be accomplished until all heavy construction equipment is permanently removed from the site. 1.2.4 All surfaces which have been injured by the Contractor's operations shall be restored to a condition at least equal to that in which they were found immediately before work was begun. PART 2 - MATERIALS 2.1 Millina -Milling of existing asphalt pavement shall be performed to a depth of two (2) inches. All materials, equipment and workmanship shall be in accordance with Section 327 of the Florida Department of Transportation Specifications except that Paragraphs 327-5 and 327-6 shall be omitted. REQUEST FOR BIDS CONTRACT -MILLING AND PAVING FOR THE PUBLIC WORKS DEPARTMENT Page 2 of 3 2.2 Tack Coat - A tack coat consisting of a bituminous material hereinafter specified shall be applied at a rate of between 0.02 and 0.08 gallon per square yard to the existing surface after milling and street sweeping. All materials, equipment and workmanship shall be in accordance with Section 300 of the Florida Department of Transportation Specifications except that Paragraphs 300-8 and 300-9 shall be omitted. 2.3 Asphaltic Concrete Surface Course, T~.e S-3 -The paving shall have a wearing surface of asphaltic concrete; 2" thickness to be placed in one lift on all milled roadways. All equipment, materials, workmanship and methods employed on construction of the wearing surface shall be in accordance with Section 320, 300, 331 and 332 of the aforementioned Florida Department of Transportation Specifications, except that Paragraphs 331-6 and 332-7 shall be omitted. PART 3 -EXECUTION 3.1 Order of Work -Work shall be accomplished in the following order: 3.1.1 Milling of 2" of existing asphalt pavement. 3.1.2 Tack Coat. 3.1.3 Asphaltic concrete surface course, 2" thick on all milled roadways. 3.2 Tests -Where reference is made in the Florida Department of Transportation Specifications for design mixes, tests of materials, or work performed, or where in the opinion of the Engineer, tests are required to ascertain compliance with the specifications, the Owner shall make such tests by an independent testing laboratory under separate contract. All testing expenses shall be borne by the Contractor. 3.3 Measurement and Payment - No additional payment shall be made for the work hereinbefore specified. The Contractor's unit price or lump sum bid as set forth in the Proposal shall constitute full compensation for the work involved in this section. The Milestone Company had a yearly contract. They performed their work promptly, and did quality work. Nassau County had no problems with The Milestone Company. 2. Spoke to Mike James with Jax Utilities Management at (904) 779-5353 on March 17, 2000. They were very pleased with The Milestone Company and had no problems to report. They still use them just about every day. 3. Spoke to Ed Doughty with the City of Jacksonville at (904) 630-1334 on March 17, 2000. He stated that they do good work and have been under contract since January 2000. The are making a very good impression on him and the city inspectors.
