BACKGROUND: Bid Number 9900-10 for applying Hydrostop Roofing System
to the Public Works Building was opened on March 15, 2000.
We only had two bidders submit bids on time as a third bidder
was late turning his bid in. The two that we received were
from McCurdy-Walden, Inc. and Stephens Roofing & Sheet
Metal Co., Inc. We only budgeted $40,000.00 for this item
and bidders came in with prices of $58,900.00 and
$52,928.00, respectively. Staff believes we can obtain a price
within our budgeted amount if we had more bidders. Staff
recommends the City Commission reject all bids and authorize
staff to rebid this item.
RECOMMENDATION: Reject all bids and authorize staff to rebid this item.

1. Svstern Description
F,xtent of Hydrostop Roofing System ~rork is defined as waterproofuig of sheet metal roof
of the Public Works Building located at I200 Sandpiper Lane, AtLsntic I3cac13, Florida
32233. This work includes eomplete substrate preparation, i.e., roofing, fIashinJ and •-
reinforcing of joints and junctions, and zoofaccessories inteDrally related to roof installation.
2. OctaIity Assurance
A single InstaIler or Firm ("Roofer") shall perform all work.
3. Protection
Do not subject existing roof to unnecessary Ioadmg of stock piled materials.
4. Fnvironmcntat Conditions
Proceed v~zth roofing work only when existing and forecasted wcathcr conditions will per-nit
wor'~. to be performed in accordance with I3ydrostop recommendatior~s and v,~rranty
requirement as follows:
A Apply during proper temperature range recommended b3' manufacturer.
Il. Do not be~n_zvork if rain is expected within twenty-fours of application
C. Other weather and environmental conditions to consider are: mist, dew, condensation
and relative humidity. ,
S. Warranty -
A Manufacturer's warranty, instaIation guidelines & instalIerlcontractor warranty shall
be provided to-the City by the contractor.
B. Installer must be a Certified IXydrostop contractor. System warranty work cannot be
sub-contracted to anon-certified applicator.
C. Any in_stallatina where Hydrostop will be applied most be approved by the
manufacturer-'s and irutallation ~tidelincs.
D. Minimum 10 Year warranty.

6. P~aration of Substrate
A. Examine Substrates to receive new roofing. Do not proceed with~instalIation of the
- T~ydrostop system until unsatisfactory conditions have been corrected in a manner
acceptable to the manvfacturer'swarramy and ins~allation instructions. ~ ~. -.
73. Preparation of the roof substrate is the responstbiIity of the installer. Installer shall
address and correct all of the following:
• Treatment of excessve gaps between panels
• Treatment of ponding water areas
• Repair of damaged panels
• Re-tightening and replacement of fasteners
• Thorough cleaning 1 removal of existing paints and coatings
• Treatment of residual asphalt
• Treatment of rust areas '
C. Treatment of Excessive Gaps: AII Large or excessive gaps cxLSting between roof panels
must be closed or made flush. Pre-fll voids Larger than 114 inch.
D. Ponding Water Areas: Installer shall make every effort to mecl,anicaIIy eliminate aIl
ponding water areas on the roof prior to Application of Hydrostop ("ponding v4^ater" is
defined as water which does not properly drain and remains for more than 48 hours).
E. Repair of I?auza~cd Panels: Installer shall repair damaged metal roof panels. If ribs arc
broken, Inctall~r shall cover the broken nb area with a sheet metal cap, Sheet metal
caps must be "sealed" to the roo£
F. Fasteners: AlI fasteners must be re-tightened, secured or replaced, as necessary.
G. Thorough Cleaning / Removal of Existing Paints and Coatings: Metal substrate tziust
be cleaned by pressure washing all dirt, dust, previous paints and costing which are
delaminating aad waste products (ohs, oil-based roof cements, solvents, grease, anim=31
fats, etc.). All existing siliconz based sealants must be completely removed from roof
substrate prior to application ofl;Iydrostop products.
H. Treatment of Residual Asphalt: Installer shall make every effort to remove aIl asphaltic
roofing elements.
I, Treatmcrit of Rust Areas: All rust areas must be tressed with stable rust primer to
prevent fiuther deterioration of the metal roof panels. Remove all Loose, flaking or
powdery rust. All rust shall be completely covered by stable rust primer.

7. Application and Tnspectmn Tnformation: '
- A. fasteners: AlI fasteners must be totally encapsulated in Hydrostop.
B. Gutter Straps: All gutter straps that are fastened above roofpanels must be totally - --
encapsulatedwith Hydrostop. •
C. 'Vertical Seams: AlI standinb vertical seams must be sealed.
b. Inform the Public Works Director when all preliminary work will be complete and the
Installer is ready to proceed with application of Hydrostop. The Public Wor'~s
Director, or his designee, will irLSpect the preliminary work and provide authori-ration
to proceed with the Hydrostop application.
E. Inform the Public Works Director when final application will be complete.
F. Installations of the Hydrostop system will be inspected upon completion by
representatives ofthe City of Atlantic Beach. Installer shall repair all defective work
found during the final inspection. Installer shall repair aIl damages to roofing which
has occurred subsequent to roofing installation and prior to final inspection
G. All work shall be performed between the hours of 7:30 AM and 4:301'M on Monday
through Friday. Other hours will require approval by the Public Works Department.
H. All debris is to be cleaned up, removed and disposed of property o1~Cify property.
I. Replace existing gutters with .040 aluminum gutter. Reuse existing downspouts.

presents the City's requirements under proposed methods of operation. Responses to
this request should address these requirements.

10. Minimum ualifications

a date and time for an inspection.
C. Must provide the City with a copy of Installers certification from Hydrostop.
I7. Must be a State Licensed/Certified Room Contractor with Workman's
Compensation and General Liability Insurance,
E. Contractor must obtain a City of Atlantic Beach Building Permit prior to
commencement ofwvrk. Since this work will be performed on a City 13tu1ding, there
will be no charge to the contractor.
I2. Award C`.riteria
The bid award will br based on the lowest price furnished on the Hydrostop system bid
summary form.
