Attached is a draft of a resolution addressing the sewer hookup procedures and is submitted to
you by the Mayor for your information and consideration.
In accordance with the Government in the Sunshine Law, the Mayor is not requesting a response
to this communication, but is submitting this information to you for your consideration as this
matter will be the subject of a public hearing on Monday night.
Also attached are letters from the public on the sewer hookup requirements.

Atlantic Beach Commission Sewer Hookup Resolution:
Move to clarify sewer hookup enforcement procedures and offer an economic incentive
program to encourage Atlantic beach property owners who are now utilizing an OSDS
(Onsite Sewage Disposal System) to convert to the City system in a timely manner. The
:below are the elements of the Resolution:
Be it resolved that: All Residential properties currently located in proximity to
a public sewer in the context of sec 22-74, shall connect to the city collection and
treatment system within 5 years of the effective date of this resolution. Failure of any
OSDS shall require immediate connection. In the event future sewer lines are constructed
where no previous service was available, the provision of 90 days following official
notification shall prevail. The Commission shall amend Sec 22-74 to reflect this
resolution.
Be it further resolved that: To encourage a more rapid conversion from OSDS's the
city shall offer the following financial incentives:
1. For those that request conversion of an OSDS to public sewer within 12
months of the effective date of this resolution, the city shall make available a
loan to the property owner of the entire cost of conversion, including impact
fees, costs of on-site plumbing and O,SDS deactivation. Loans will be for a
period of up to 10 years (Property owner's option) at 7% interest, billed
through the standard utility billing system. Such loan will require a property
lien by the city, and shall be paid in full upon the sale of the property to a new
owner.
2. Following the 12-month period, loans of up to $3,000 shall be available
towards conversion costs, including connection fees, fora 5 year term at 7%
interest.
3. Licensed and city approved plumbers can be contracted to complete the
conversion, and the Department of Public Works is available to contract the
entire conversion, on request of the property owner. There shall be a 5%
-- administrative fee if the city is requested to complete the entire conversion.

Sewer Hook-up
Ladies/Gentlemen:
I would like to set forth my feelings and financial problems regarding the requirement to hook
up to the sewer lines. Any consideration you give these remarks will be appreciated.
I am 63 years old. I am divorced and am totally self-supporting. My children are financially
unable to contribute to my support nor do I wish to ask it of them. I am employed and expect
to work until at least age 70 if I am able. I have no retirement other than Social Security and a
401 (k) that has been in effect for less than 4 years. In addition to my regular job, I work at
home at night to earn extra money in an effort to have funds to maintain my home, my car
and put money in savings in anticipation of future needs. I attempt to budget my money
carefully and pride myself on paying my own way and having excellent credit.
Several years ago, the wellpoint on my well failed and I hooked up to City water. To the best
of my knowledge, the people who were initially targeted for hook-up were those of us with
water connections. For your information, there are more people than you may realize who
-- still have septic tanks and wells -are they also being contacted by the City government?
Requiring me to hook up to City sewer will work an extreme financial hardship on me -not
only in terms of the "approximately $4,000.00" to hook up, but also in terms of the monthly
charge for the sewer connection. This is NOT aone-time charge but one that will affect my
budget each month for as long as I reside in my home. I do not know how much this is but
imagine it is up to 5 or 6 times my water bill. This will effectively throw my careful monthly
budgeting out of kilter. I am not sure that I can work many more extra hours in order to pay
this additional cost.

I also question the $1,250.00 "impact" fee. I honestly do NOT wish to impact anything - so
why do I have to pay this fee? What about all the homes in Atlantic Beach that are already on
the sewer system -houses that were built prior to the levying of the inequitable "impact" fee?
Has each homeowner in the older sections of Atlantic Beach been assessed for the impact the
sewage generated by their homes has on the sewer system? Or, is it possible that sewage from
old sacrosanct neighborhoods is so much purer that it does not impact our sewer system? My
parents owned property on East Coast Drive from 1955 until approximately the mid-70's. My
husband and 1 lived at 351 - 9tr~ Street from i 964 untii approximately 1979. The house was
new when we moved in and I know that I did not pay an impact fee nor did my parents as
they hooked on to the sewer line in the late 50's.
Additionally, the City's "kind" offer to finance $4,000.00 at 7/0, budgeted out over a period of
ten years would result in my paying back a total of approximately $6,800.00: I would be 74
years old -thus effectively requiring me to continue to attempt to find and keep employment
lucrative enough to pay back my loan and pay for the monthly sewage charges for at four years
longer .than I planned. I would definitely request that the City consider delaying the
enforcement of these laws.
I worked for the City of Atlantic Beach at the City Hall and Public Works Department from
1962 until 1965 but continued part-time taking minutes for the commission and acting as part-
time police matron. I was present at City Commission meetings and was also very aware of
City business as my husband was first police and fire chief and then City Manager.
Unfortunately, the comments that have been made that Section H is astep-child of the City
are not unwarranted. I do not believe renaming the neighborhood will change the attitude of
the "core" city. Parks are very nice (and our neighborhood was much more park-like PRIOR to
the City putting in paved roads -over the protest of citizens in the area). The comment that
residents must- work to improve their neighborhood is easy to make. Most of us work to
support ourselves and have little time left. I realize that I am-remiss in not attending meetings
on a regular basis but due to vision problems, I do not drive after dusk. In order to attend, I
must impos~n family members who do not live in Atlantic Beach to transport me.
