Strategic Planning Dates Set: Two dates have been set for completion of the City's
Strategic Planning process; Monday, Apri13 from 5:00 P. M. until 9:00 P. M., and
Monday, April 17, from 5:00 P. M. until 9:00 P. M. The first meeting on April 3 will be
held at the Sea Turtle in the Island Sea Room. It may be possible to complete the
Strategic Planning process during the meeting on April 3 in which case the second date
would not be needed. The Commission will decide .at that time if additional meeting time
is needed.
Cultural Arts Board receives grant; The Cultural Arts Board has received a grant from
the Jacksonville Community Foundation in the amount of $3,150.00. The project will
provide storytellers and educational materials to put on amulti-cultural art program at the
Atlantic Beach Elementary School during the 2000-01 year. Attached are portions of the
grant application for your information. The Cultural Arts Board has been advised that all
future grant applications should be approved by the City Commission prior to submission.
Ezchange Club MembersLip; I have joined the Exchange Club in Atlantic Beach and I
am reporting that membership in accordance with Section 18 of the Employment
Agreement which states as follows;
"Employer recognizes the desirability of representation in and before
local civic and other organizations, and the Employee is authorized to
become a member of such civic clubs or organizations, for which
Employer shall pay all expenses up to the budgeted amount.
Employee shall report to Employer on each membership that he has
taken out at Employer's expense."
Legislative Action DaX,; The Florida Municipal Association has scheduled their annual
legislative action day in Tallahassee for Wednesday, April 5, with a lobbying workshop to
beheld on the afternoon of Tuesday, Apri14. If any elected official would like to attend this
event, please contact me at your earliest convenience so that staff can make reservations.
Vandalism at Tideviews: Some tune on Saturday night, March 18, vandals did a
considerable amount of damage to the public facilities at Tideviews Preserve. They broke
into the restroom/storage facility by removing several wall boards and then used a chain saw
and other tools that they found to destroy benches, signs, and other facilities. An estimate
on the cost to repair has not been prepared. Police Department is investigating and making
recommendations for added security measures. Photographs of the damage will be available
for showing on the overhead screen if tune permits at the Commission meeting.

Water Quality" from the Florida Department of Health dated March 7, 2000. It shows all
water quality readings in the Atlantic Beach azea as "good."

Positive Youth Development
Through the Arts
This program is created to implement a mode! for growth and development through an
expanded experience of the arts in our community. Countless studies have shown
how arts and culture shape the image and identity of individuals. The arts experience
continues to bring communities together with a heightened sense of participation,
communication and civic pride.The arts is in fact a civic resource not only benefiting
those who actively participate but also the entire community. The Positive Youth
Development Through the Arts program is conceived as a way to serve the
community and impact the quality of life for the entire student population of 550
children at Atlantic Beach Elementary School, by providing an opportunity to
experience quality early childhood arts education activities.
Description:
1) A series of multicultural performances consisting of three whole-school assembly
events (Fall 2000, Winter 2001, Spring 2001) by renowned, storytelling artists and
educators of African American, Latino, Native American, Afro-Caribbean, Asian or
another cultural heritage. The performance content will provide themes that are
intergenerational, culturally diverse, and provide a wealth of opportunity to explore
and examine shared human values such as fairness, responsibility and honesty. The
program would seek to nurture creative and literary skills in the participants while
maintaining a standard of artistic excellence in presentation.
2) Implementation of a multicultural activity kit which includes a reusable K-5 cross-
curricular lesson plan packet, a teaching guide and a musical recording (twelve
different songs from around the world) that expands on the performance/lesson. This
product works to generate activities that can be easily handled by teachers in class,
broken out for use by specialists or presented by resourceful volunteers. The lesson
plans will create a hands-on connection to the storytelling performance material that
individualizes a student's experience of the various cultures.This approach opens the
door to dialogue, interaction, activity and accomplishment in the classroom. An
exciting collaboration of information and activities that exptores arts and culture and
fully incorporates Sunshine State Standards.

3) Providing ateacher/volunteer training session for the Multicultural Curriculum kit
would encourage the use of this new resource directly in the classroom. Teachers
and/or volunteers will be led through the kit's curriculum to link a variety of educational
objectives in history, art, literature and social studies to the students' experience of the
musical material.
What we envision, overall, is a way to encourage all participants-- students, parent-
volunteers or teachers-- to enter into academic dialogue, rather than passively
enjoying an "entertainment".
This partnership of arts and education reflects the growing positive impact potential
such programs can have on a community of students and their families. Positive
Youth Development Through the Arts takes a forward position in arts program
design addressing social needs pro-actively by effecting change in each individual's
immediate life experience.
Objectives:
I. To encourage and support the artistic development of the students of Atlantic Beach
Elementary School.
11. To improve, expand and ensure a diverse, variety of arts activities, exposures and
experiences for the students of Atlantic Beach Elementary as a part of their elementary
school education.
111. To provide an access for ongoing partnership in the arts with parents, teachers,
other civic agencies, and community institutions in Atlantic Beach.
Evaluation:
Qualitative methods for evaluation will utilize classroom teachers in sample groups at
each participating grade level.
Teacher surveys can provide insight through pre and post assessment of students'
knowledge of the presented materials. Students will participate in class discussions
and oral reports to be assessed by teachers for an increased sense of awareness and
curiosity about the arts and world cultures. Assessments will be collected and
recommendations for successful future programs will be incorporated in a final report.
All data will be made available to the school's curriculum team leader.

Introductory Workshop -Overview of program would be offered to parentfteacher
volunteers and include a training session in the use of the multicultural kit materials.
Kits would be provided for each group level of Pre-Kindergarten through 5th grade. A
working integration of the materials into the classroom would be established by
teachers at this session.
Fall (October/November 2000) Native American -Storyteller Assembly #1

Estimated Budget for:
Production, at school venue, of three storytelling pertormances and a curriculum
training resource workshop which includes supply of 6 Multicultural Curriculum ICts-
each kit contains: one CD or Cassette with 12 songs from around the world; a
teacher's guide, 3 (12x12) world maps, and 25 student journals with reproducible cut,
color and paste activity sheets.
Total price for production is $3650.00

Future Outlook:
Positive Youth Development Through the Arts is an an exemplary pi{ot
program that is reusable and reproducible. Our commitment is for the program to
continue. An annual storytelling artist visit will be sponsored by the Atlantic Beach
Cultura{ Arts Board. After year one, future organizers at the school would have a
working blueprint for production of a quali#y arts event and a program that would
continue to utilize the multicultural curriculum kit, that they already own. A partnership,
in this commitment, with the school's PTA would organize each subsequent year's
volunteers and teachers to pass on their knowledge and experience of the program's
materia{s and success.
Let us measure results with actions that expand the resources available to educators.
This program can make a difference. A continuous exposure to arts programs can
statistically impact the level of students' academic achievement, upgrade numbers of
attendance and SAT scores, improve quality of life and citizenship and continue to
inspire our children, families, schools and communities. The Positive Youth
Development Through the Arts program is a direct creative collaboration of our
organization with our community. Our city is proud to build the foundation of a truly
creative partnership with the arts in the education our elementary school children.

OUTLOOK OF WATER QUALITY

The Beach Water Sampling and public Notification Study was developed by the Florida Department of
Health and the Duval County Health Department in conjunction with the United States Environmental
Protection Agency (EPA). The study's purpose is to determine levels of bacteria in the surf. Dry and
wet weather conditions will be analyzed between Ju[y 1, 1999 and June 30, 2000. Bacteria! data from
this study will be combined with rainfall data from sampling events to develop a correlation between
the amount of rainfall and increases in bacterial levels. This research is based on the amount
Enterococci bacteria found per 100 ml of marine water.
According to the EPA studies on bacteria, the density of the Entercocci sp bacteria as an indicator
group in seawater shows the best relationship to swimming-associated gastroenteritis. Gastroenteritis
illnesses were significantly associated with polluted water and did show a functional relationship to
water quality measured ~v~ this bacterial indicator. For more information on this study contact
