10-30-19 BMRC MinutesROLL CALL: Present: Absent: Also Present: MINUTES Board Member Review Committee Meeting Wednesday, October 30, 2019 - 5:30 PM City Hall, North Conference Room Sally Clemens, Committee Member Pamela White, Committee Member Candace Kelly, Commissioner/Chair Bruce Andrews, Chair of Environmental Stewardship Committee (ESC) Ray Brandstaetter, Chair of General Employees' Pension Board of Trustees Kenneth Reeves, Committee Member Donna Bartle, City Clerk (CC) CALL TO ORDER Commissioner Kelly called the meeting to order at 5:30 p.m. 1. APPROVAL OF MINUTES A. Approve Minutes of the Board Member Review Committee meeting of October 3, 2019. The Committee reviewed the minutes and there were no changes or corrections. ACTION: The minutes stand as written. 2. REVIEW APPLICANT AND VACANCY LISTS The Committee reviewed and discussed the applicant and vacancy lists and the Committee's recent recommendations. City Clerk Bartle reported that Bonnie Hansen resigned and Ms. Leroux's term expires on December 31, 2021, not 2020 as previously reported. Commissioner Kelly explained a proposal to make the Teen Council Advisor a separate member from the Cultural Arts and Recreation Advisory Committee (CARAC). She requested that the Committee make an additional recommendation for appointment to CARAC in case her proposal is approved and an additional vacancy occurs. 3. DISCUSS AND MAKE RECOMMENDATIONS A. Environmental Stewardship Committee The Committee reviewed the vacancies and applicants for the ESC with Mr. Andrews. Board Member Review Committee October 30, 2019 MOTION: Recommend appointing Mark Gabrynowicz as a District 1307 member and Daniele Giovannucci as an At -Large member on the Environmental Stewardship Committee to fill unexpired terms beginning immediately and ending December 31, 2020. Mr. Andrews explained his plan to ask the ESC members their thoughts on moving people around to accommodate district openings when there are no applicants from those districts. The Committee discussed the current demographics. Mr. Andrews left the meeting. B. Cultural Arts and Recreation Advisory Committee (CARAC) The Committee discussed candidates for the CARAC and made the following recommendations. MOTION: Recommend reappointing Mateo Jurasic for an additional term on the Cultural Arts and Recreation Advisory Committee beginning January 1, 2020 and ending December 31, 2022. MOTION: First Choice - Recommend appointing An Oskarsson to the Cultural Arts and Recreation Advisory Committee for the term beginning January 1, 2020 and ending December 31, 2022. MOTION: Second Choice - Recommend appointing Mauricio Gonzalez to the Cultural Arts and Recreation Advisory Committee for a future vacancy. MOTION: Recommend moving the Teen Council Advisor to make it a separate position/entity. INTERVIEW CANDIDATE AND MAKE RECOMMENDATION The Committee reviewed the vacancies on the General Employees' Pension Board of Trustees with Mr. Brandstaetter. A. Bruce Bole (PBOT & CDB) - 6:00 p.m. The Committee interviewed Mr. Bole. An overview of the duties and responsibilities of the Pension Boards was given by Mr. Brandstaetter. Mr. Bole explained his personal accomplishments, experience, goals, and interests in the community. The Committee offered the opportunity to ask questions and the Committee responded to those questions. Board Member Review Committee October 30, 2019 5. DISCUSS AND MAKE RECOMMENDATIONS A. General Employees' Pension Board of Trustees MOTION: Recommend appointing Bruce Bole as a new member on the General Employees' Pension Board of Trustees for a term beginning January 1, 2020 and ending December 31, 2022. Motion: Ray Brandstaetter Second: Sally Clemens Sally Clemens (Seconded By) For Pamela White For Candace Kelly For Ray Brandstaetter (Moved By) For Motion passed 4 to 0. Mr. Brandstaetter left the meeting. C. Community Development Board (CDB) The Committee acknowledged the vacant alternate position on the CDB and decided to wait on making a recommendation. B. Police Officers' Pension Board of Trustees The Committee discussed Bill Tomson for reappointment and made the following recommendation. MOTION: Recommend reappointing Bill Tomson to the Police Officers' Pension Board of Trustees for an additional term beginning January 1, 2020 and ending December 31, 2022.
