Kosoy, Director of Public Works Timmy Johnson, Director of Parks & Recreation Susan Dunham, Beautification Coordinator DATE: April 17, 2000 BACKGROUND: We have visited the twenty beach accesses and have compiled a chart which shows the parking availability, topography and existing use for each location. Many of the locations have sufficient access to the beach already, are fully developed within the right-of--way or easements, or have been previously beautified. Our goal was to choose at least one site for constructing a dune walkover and taking advantage of available funding from the State. Our review showed that five of the locations are candidates for .improvement. Of these five, which include Ahern. Street, 4'~ Street, 1 l~` Street, 13~` Street and 19`~ Street, our top choice for improvement was the 19~ Street beach access. This access is very wide, has some parking, good topography and has been well supported by the surrounding residents. In fact, the local residents have formed a committee chaired by Ms. Pat Norman, 1977 Seminole Road, have collected monies towazd the improvements, and have submitted a preliminary conceptual design. Our second choice would be either the 11~' or 13~' Street accesses, but neither provides the possibilities that 19~ Street does. If directed by the City Commission, an Interlocal Agreement will need to be executed between the City of Jacksonville and Atlantic Beach, because only the City of Jacksonville can be reimbursed for these costs under the State's contract. BUDGET: Funding up to $30,000 from the City of Jacksonville with cost-sharing funds to be designated by the City Commission. RECOMMENDATION: Approve one or two locations for dune walkovers and authorize staff to initiate an Interlocal Agreement with the City of Jacksonville for State cost-sharing funds. In addition, authorize staffto hire anarchitect/ engineering firm to design the dune walkover(s). Struhs Secretary 'I' ~~~ This letter is to notify you that the Department is in the process of drafting a contract between the State of Florida and the City of Jacksonville concerning the above project. The applicable funding request submitted by the City of Jacksonville included a request for state cost-sharing, in the amount of $30,000, for two walkovers to be built in the City of Atlantic Beach. Tf Atlantic Beach is still interested, please note that an interlocal agreement will need to be executed between the City of 3acksonville and Atlantic Beach, because only the City of Jacksonville can be reimbursed for these costs under the state's contract. Please begin the interlocal agreement process if the city would like to move forward with the wallcover construction. Further, the work must be coordinated with our office. Pursuant to the contract, a detailed scope of work must be approved by the Department before funds can be transmitted. Finally, the work must be contracted out to be eligible for state cost-sharing.
