AGENDA ITEM: Request from Cultural Arts Board to accept a grant award from Jacksonville
Community Foundation.

BACKGROUND: The Cultural Arts Board leas received a grant award from the Jacksonville
Community Foundation's Philanthropic Initiative Committee far the program "Positive Youth
Development Through the Arts." This program would be used at AtlanticBeach Elementary School and
consists of the following:
1. A series of multicultural performances consisting of three whose-school assembly events (Fall
2000, Winter 2001, Spring 2001) by renowned storytelling artists and educators of multicultural
heritage. The performance content will provide themes that are intergenerational, culturally
~~''""~""''~, diverse, and provide an opportunity to explore and examine shared. human values such as fairness,
responsibility and honesty.
° 2. Implementation of a multicultural activity kit which includes a reusable kindergarten through fifth
grade cross-curricular lesson plan packet, a teaching guide and a musical recording (12 songs
from around the world) that expands on the performance/lesson. The lesson plans will create a
hands-on coimection to the storytelling performance material
3. Provide ateacher/volunteer training session for the multicultural curriculum kit to encourage the
use of this new resource directly in the classroom. Teachers and/or volunteers will be led through
the kit's curriculum to link a variety of educational objectives in history, art, Literature and social
studies to the students' experience of the musical material.
BUDGET: CTrant Amount: $3,150
Contribution from Cultural Arts Board $500 (Budgeted-no additional funds needed)
Total: $3,650
RECOMMENDATION: Staff recommends the Mayor and Commission authorize acceptance of the
grant award.

Dear Ms. Dunham:
I am pleased to inform you that at its meeting on April 10, 2000 Jacksonville Community
Foundation's Philanthropic Initiative Committee awarded the Cultural Arts Advisory Board,
City of Atlantic Beach a grant of $3,150 to implement Positive Youth Development Through
the Arts in Atlantic Beach Elementary School for students, teachers and parents.
Please find enclosed copies of the Grant Acceptance package. This grant offering is valid
for forty-five (45~ days. After reading the contract carefully, please sign one copy and
return it to us, keeping the other for your files. Please refer to the grant number in all
correspondence with the Foundation.
The grant is made from funds provided by the Philanthropic Initiative Fund. The Board of
Trustees asks that you acknowledge the Foundation and the Fund in printed material related
to your grant.
The Philanthropic Initiative requests that, with your agreement and at your convenience, a
representative from the Foundation address your board briefly to express the Committee's
appreciation of your work .and the rationale for the Foundation's grant.
In November, you will be invited to a forum for all Philanthropic Initiative Fund grant
recipients. You will be notified of the date, location and time soon. The Committee looks
forward to meeting with you to discuss your grant.

Local institutions and city government to promote art education for the
children of Atlantic Beach.
3. Public Recogaitioa: The Foundation expects you to publicize the grant and credit Jacksonville
~'', Community Foundation's .participation in your project whenever possible. The Foundation would
appreciate the opportunity to consider participation in any special recognition programs for which
our grant qualifies us.
4. Eapenditnre of Grant Funds: The funds awarded may be spent only in accordance with the goals
and objectives stated and budgeted in the Grant Proposal and approved by the Foundation. The
funded project and its budget may not be changed except with prior written approval of the
Foundation.
a. Expenses may not be charged against the grant before or after the date of the grant period
without prior written approval of the Foundation.
b. Equipment or property purchased with grant funds shall be the property of the grantee
organization unless the purpose of the organization should go out of existence. In that
case, the equipment or property revert to the Foundation.
5. Disbursements to Grantees:
a. Grant payments are normally made quarterly upon receipt of written request for payment.
Lump sum payments may be made to accommodate special circumstances.
b. Grant funds will be disbursed to the grantee upon:

c. The grantee is responsible for grant funds received and for maintaining adequate
supporting records consistent with generally accepted accounting practices.
6. Reversion of Grant Funds: The grantee will return to the Foundation any funds not
spent by the close of the grant period, except in the case of prior written approval of the
Foundation for extension of the grant period for substantive cases (s).
7. Copyrights and Patents: The Foundation desires the widest possible distribution of reports, books
and articles resulting from the grant, and the Foundation reserves the royalty-free license to use such
publications. For projects involving patent possibility, the grantee should contact the Foundation.
8. Review of Grant Activity: The grantee will furnish the Foundation with reports of grant activity as
noted below.
a. Xnterim Grant Report -Three to six months in the grant period, a member of the
Foundation staff will contact the grantee to arrange for a review of grant activity.
b. Closing Grant Report -Will be due as indicated in the contract together with a statement
of expenditures and copies of receipts and /or canceled checks. Also, the Foundation
would appreciate photos and copies of articles published about the grant activity.
