The following are responses to questions and requests for additional information that
were made in recent City Commission meetings.
No Parking Signs on Ocean Boulevard;
A question was raised at the last Commission meeting about the necessity of "no parking"
signs on the first block of Ocean Boulevard north of Atlantic Boulevard. The City Code
(Chapter 21) repeatedly uses the term "sign" as the proper designation for no parking
zones. The City Police Department could not enforce provisions of the Code unless they
specifically have signs to prohibit parking. It is the Police Chief's recommendation that
one block of the west side of Ocean be designated as a fire lane with the curbing painted
red and two "fire lane" signs be installed to replace the present "no parking" signs. Signs
would be needed if the block were designated either "no parking" or "fire lane."
Sewer Impact Fees ;
Three items maybe of interest in following up the discussion on sewer impact fees from
the last meeting; the amount we are presently collecting, a history of the use of impact
fees in Atlantic Beach, and what fees are being charged by other utilities in the region.
The City has budgeted $125,000 this year for the collection of sewer impact fees. Total
sewer base and volume charges are budgeted for $2,933,000 and the elimination of our
sewer impact fee would necessitate a rate increase of 4.2 percent to receive the same
dollars in revenue.

A brief history of the use of impact fees in Atlantic Beach is as follows;

1974 A Sewer Service Connection Fee of $350.00 for each residential living wait
for "Capitalization of the sewer plant fund" was established by ordinance
No. 80-74-12
1977 Sewer Service Connection Fees were increased to $700.00 per residential
living unit in low density areas and $900.00 per residential living unit in
high density areas (Ordinance No. 80-77-i6)
1982 Sewer Service Connection Fees were increased to $805.00 per residential
living unit in low density areas and $1,035.00 per residential living unit in
high density areas (Ordinance No. 80-82-22)
1983 The Sewer Service Connection Fee is now called an "Impact" fee and is
applied at the rate of $1,035.00 to all residential units (Ordinance No. 80-
83-23)
1992 Impact fee is increased to $1,250.00 as part of an overall water and waste
water rate increase package (Ordinance No. 80-92-5 I)

;.The amounts charged by other sewer utilities in the region for impact fees as reported in
the 1999 Waste Water and Drinking Water User Charge Survey prepared by the Florida
DEP and dated December, 1999 are as follows:

Jacksonville Beach 1,300.00
Jacksonville (JEA) 1,025.50
Baldwin 1,035.00
This same study also compared statewide average impact fees based upon household
income reported. For the group of waste water utilities that reported house~ioid incomes
ranging from $35,001 to $40,000 per year, the average impact fee was $1,456.00.
Atlantic Beach was reported in the survey to have an average household income of
$35,500.
