BACKGROUND:
BUDGET:
Ethridge Enterprizes, Inc. was the contractor that was
authorized to perform the additional work for tank coating at
the Buccaneer VIlWTP Expansion Project at the October 25,
1999 Commission Meeting. They quoted $28,400.00 to
perform this work. On April 26, 2000 the Public Works
Department was informed by Gannett Fleming, Inc. that
Etheridge Enterprizes, Inc. was unable to obtain a
performance bond or a labor and material bond. We
forwarded a letter to Ethridge Enterprizes, Inc. notifying
them that we are canceling our Purchase Order #02i 108 in
the amount of $28,400 and will be seeking the services of
another contractor. The second lowest quote obtained for
these services was from Meadors Construction Company,
Inc. in the amount of $35,650.00
Funded from contingency on Project Account.
RECOMMENDATION: We recommend authorizing Meadors Construction
Company, Inc. to perform this work. They are standing by
their original quote of $35,650.00 and are prepared to begin
work on Tuesday, May 9, 2000.

Dear Mr. Ethridge:
It was brought to our attention today by Mr. Bruce Bangert of Gannett Fleming, Inc.
tha# you are unable to obtain a labor and material payment bond to guarantee full
and proper protection of ail claimants supplying labor and materials in the work in an
amount equal to 100 percent of the contract sum. You are hereby notified that we are
` cancelling our Purchase Order #021108 in the amount of $28,400 and will be seeking
the services of another contractor.

As we discussed today, the contractor that was authorized to perform the additional
work for tank coating at the Buccaneer WWTP Expansion project, Etheridge
Enterprizes, inc., was unable to obtain a labor and material bond. This work was
approved at the October 25, 1999 Commission Meeting and 1 have attached a copy of
j the staff report with quotes attached. Quotes were obtained as follows:
Etheridge Enterprizes, Inc. $28,400,00
Meadors Construction Company, Inc. $35,650.00
Eagle Tank, Inc. $59,200.00
Also attached is a copy of the letter that was sent to Etheridge canceling our purchase
order to perform these services. I hereby approve the next lowest bidder, Meadors
Construction Company, Inc. to perform this work and intend to add this work their
current contract.
