In reply to your attached correspondence, this letter serves to confirm that, subject to issuance of a
Building Permit, which demonstrates compliance with applicable building codes and Land
Development Regulations, a modular structure is a permitted structure on the Levy Road Property,
currently occupied by Moran Environmental Recovery. Further, the Moran facilities are located
within the Light Industrial and Warehousing Zoning District, and the business is a lawfully
permitted use within this district.

Subject: Modular building
Moran Environmental Recovery located at 251 Levy Road in Atlantic Beach is looking to purchase a modular office
building. The modular building is manufacture by Vanguard Modular Building System, LLC. It is intended to be a
permanent building. The modular is rated for 140 mph winds and approved by the Department of Community Affairs.The
modular will be set up I.A.W all required codes.
Moran Environmental would like to have a letter from the city of Atlantic Beach giving us permission to set up an install the
modular building within the city limits.
