Dear Mr. Vermey:
I have reviewed your request for a vesting determination related to the detached garage proposed
to be constructed in association with a single-family residence under construction at 1957 Beach
Avenue. You have requested that this development project be vested from the requirement for
detached garages to comply with the minimum Yard Requirements established for the particular
zoning district, and as set forth within Section 24-151(b) (1) iii of the Zoning, Subdivision and
Land Development Regulations. These new regulations were adopted by City of Atlantic Beach
Ordinance Number 90-01-172 on November 26, 2001, and became effective on January 01,
2002. Prior to January 01 of this year, such structures were permitted to be located a minimum
of five feet from rear and side property lines. (Please note that the ocean front side of this lot is
defined as the Front Yard, and the Beach Avenue side is defined as the Rear Yard.)
With your request, you have submitted documentation indicating that planning, engineering and
design commenced for this project in January of 2001, and that FDEP permitting continued from
September of 2001 until the Notice to Proceed was issued in March of this year. Based upon the
information you have provided, approximately $12,000.00 of expenses were incurred prior to
January 01, 2002. These fees include surveying and permitting fees, and architectural and
engineering fees.
The City of Atlantic Beach finds that this project had commenced in good faith reliance on the
previous regulations to the extent that significant expenses were incurred prior to the effective
date of the new setback regulations for detached structures. Accordingly, this project shall be
vested to proceed with construction of the detached garage structure as depicted within
construction and engineering plans submitted with your application for a building permit on
February 26, 2002.

Please bear in mind that this finding applies only to construction as proposed within these plans,
and is limited to allowable location of the detached garage. All construction shall otherwise be
subject to all applicable land development regulations.

Thank you for considering our firm for rendering architectural service to you for your proposed
addition and remodeling to your residence in Atlantic Beach.'-It will be an exciting challenge to
locate your new spaces and remodeling existing ones.
As per our informal discussion during my visit with you,this letter is written to state to you the
services that I will perform as Architect for your additions and remodeling.
The Scope of the Work shall be as follows: -
1. Close the downstairs area and turn it into a game room with toilet, and bar.
2. Enlarge and remodel the kitchen by removing the existing powder room and
replacing the counters. Add a new six(6)burner gas stove and sub-zero
refrigerator.
3. Transform the garage spaces into a hobby room and relocate the laundry.room.
4. Relocate the master bedroom to the top level. Convert part of the existing deck
into the master bedroom.
5. Enlarge the bathroom on the top floor.
6. Add a garage space for the corvette.
7. Resurface the exterior walls with wood shakes over the existing wood siding.
Preparation of Preliminary Design Drawings:
The preliminary design drawings are done by reviewing my notes and having conferences with
you to determine and formulate a design concept. After the preliminary drawings are completed,
we will forward them to a general contractor for a preliminary cost estimate. If the estimate is
