Exh 4D~^~., Y' ~;:. ~ ~ k. ~~ - 4D May 22, 2000 " STAFF REPORT' CITY OF ATLANTIC BEACH CITY STAFF REPORT AGENDA ITEM: Property to JTA for Mayport Road/Flyover Project DATE: May 17, 2000 SUBMITTED BY: Jim Hanson, Ci Man BACKGROUND: Several reports have be i made to the Mayor and Commission in recent months concerning ongoing negotiations with the JTA for several items related to the Mayport Road/Flyover Project and the Mayor and Commission have taken several actions to date. The JTA is completing the property acquisition for the Project and has requested that the City of Atlantic Beach transfer several pieces of property needed for construction. These include the following: a) Property for a new retention pond to be located on, and adjacent to, abandoned Begonia Street right-of- way. This will also include an easement for drainage between Atlantic Boulevard and the new pond, b) A strip of city property adjacent to Atlantic Boulevard extending from the old Begonia Street right-of--way eastward for 350 feet and c) A portion of the West First Street right-of--way where it has been closed Throughout the negotiations, the City had several requests of the JTA for improvements that would benefit the City and has proposed that the property needed from the City be provided in exchange, or "swapped" for various items from the JTA. The items that the City expects to receive in exchange for the property are as follows: ' - a} A residual, triangular shaped piece of property located to the south of West First Street, west of Mayport Road and north of Atlantic Boulevard that rg <, 7_ May 22, 2000 will be used as a"pocket park" in the future (after the road project is completed). b) That the retention pond to be built adjacent to Mayport Road be reshaped to improve its looks, that additional landscaping be included. around the pond, that a walkway for pedestrian use be constructed, and for an irrigation system installed. c) That the landscaped area originally proposed by JTA for an area south of West First Street fronting on Mayport Road be extended northward across the abandoned West First Street right-of--way to partially screen a portion of the mobile home park. d) That the JTA assist in conducting a traffic study before, during, and after the construction project to determine the Project's effects on the traffic in the areas adjacent to the Project. e} That the JTA will assist in funding for illumination of the "hump" on Plaza Drive on the west side where it intersects with Mayport Road. While the JTA needs the property from the City now, it is unable to deed the residual parcel to the City until the Project is completed. It will be used during the construction. A proposed "Memorandum of Understanding" (MOU) is expected from the JTA prior to the City Commission meeting on May 22, but is unavailable at the time of the writing of this Staff Report. This MOU will outline the JTA's obligations to the City in exchange for the parcels. BUDGET: There is no budget impact to the City of Atlantic Beach for this exchange of property for various items from the JTA. Note that the City will have an obligation to relocate some utilities which is being handled as a separate item. RECOMMENDATION: (1) That the City Commission authorize execution of a Special Warranty heed for parcels 100, 103, 130, 800, and 801 (see attached deed) as well as a Permanent Drainage Easement for Parcel 803.
