Exh 4B4B ~~ June 12, 2000 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Eilluent Outfall Pier Repairs, Bid No. 9900-15 SUBMITTED BY: Robert S. Kosoy, P.E. DATE: June 6, 2000 BACKGROUND: The pier which supports the Beaches' combined effluent outfall Line needs scheduled repairs due to the corrosive nature of the saltwater environment. Repair plans were developed by Nadeem Zebouni, P.E., who recommended the work be completed in two phases. The base bid for the project consisted of the first phase repairs of replacing all the large "U" shaped hardware on the pier. We bid the second phase repairs as Additive Alternate 1. Invitations were sent to four bidders, and one bid was received on May 31, 2000. We received several calls from bidders who were initially interested, but determined the size of the project was too small. The sole bidder was T.W. Blount, Jr. & Son Contracting Co. as follows: Base Bid: $43,146.40 Additive Alternate No. 1: $44,220.00 BUDGET: Repairs to the effluent outfall Line are shared by the Cities of Atlantic Beach, Neptune Beach and Jacksonville Beach. A total of $15,000 was budgeted for the Atlantic Beach portion of the work under the Sewer Utility Account No. 410-4401-535-3400. The Atlantic Beach share of the base bid for this project would amount to $14,380.90. The standard procedure for contract payment is for Atlantic Beach to compensate the contractor, then receive reimbursement from the other two cities. RECOMMENDATION: Award the contract for the Base Bid only for Effluent Outfall Pier Repairs, Bid No. 9900-15, to T.W. Blount, Jr. & Son Contracting Co. in the amount of $43,147, and authorize the City Manager to sign the construction contract. ATTACHMENTS: 1. Bid Tabulation Sheet 2. Bid Analysis *3.
