Kosoy, P.E., Director of Public Works -~"' DATE: June 6, 2000 SC June 12, 2000 BACKGROUND: The Buccaneer Wastewater Treatment Plant was recently expanded from 1.3 Million Gallons per Day {MGD) to 1.9 MGD. As a cost saving measure, and with the hopes that the new plant process might reduce odor complaints, the additive alternate for a replacement odor control system for the plant was not included in the construction contract. Unfortunately, odors have persisted at the plant, and the City was recently notified of three validated odor complaints by the Regulatory and Environmental Services Department. The original bid price from Meadors Construction Company to install an odor control system was $30,000.00, not including the cost of replacement and disposal of spent media. In order to obtain a lower price for the system, City staff requested the engineer to prepare a bid specification and solicit sealed proposals. Six proposals for the odor control system, including four years of replacement and ? disposal of spent media, were received on June 5, 2000 as follows: BIOCUBE CaIgon Corporation Fox Gas Processors BIOWAY U.S. Filter Syneco Systems $24,900 $76,619 $30,000 $25,140 $45,585 $110,855 By obtaining competitive proposals for the odor control system, the City's cost has been reduced by $5,100 for capital costs, as well as an additional $5,000 for media replacement. BUDGET: Funds are available under the contingency amount for this project. RECOMMENDATION: Award the contract for the odor control system at the Buccaneer Wastewater Treatment Plant to BIOCUBE in the. amount of $24,900, and waive the formal bidding process. ATTACHMENTS: 1. The Bioway vessel and media shall be guaranteed for ten years. 2. The Bioway system will achieve H2S removal from up to 150 ppm to less than 1.0 ppm at 350 cfm. 3. Experience includes the operation of similar municipal odor control installations in Europe (cannot meet the requirement for US installations). 4. Bioway shall provide two additional days to monitor start-up, one day at finro weeks and one day at 4 weeks after start-up. 5. Enclosed is a tabulation of the bids. The apparent low bidder is BIOCUBE, Victor, NY. I have discussed the bid with Mr. Larry Hickey of Equipment Plus, Inc., Ocala, FL. Mr. Hickey will provide a list of similar installations as requested in the Bid Documents today. He will list several units that have been installed for the JEA; this will be faxed to both our Jacksonville office and to you at 904/ 247-5843. Mr. Hickey stated that upon acknowledgment of BIOCUBE as the low bidder by the City of Atlantic Beach, and upon request, they would issue the written warranty and guarantee required in the Bid Documents. Gannett Fleming recommends purchasing the odor control system from BIOCUBE of Victor, NY.
