BACKGROUND: The clarifiers (sedimentation tanks) at Wastewater Treatment Plant No. 1
need cleaning and maintenance on a regular basis. Safe access, including additional walkways
and handrails, is needed for employees to perform necessary work.
Staff prepared specifications, and plans were drawn by Jim Gilliam, Inc. Four contractors were
prequalified to perform the work. All four contractors submitted bids, including all required
documentation, on June 16, 2000. The low bidder was Meadors Construction Company, in the
,,, amount of $64, 460.

BUDGET: This project was budgeted in the Sewer Utility Fund, Account No. 410-4101-535-
6200 in the amount of $120,000.
RECOMMENDATION: Approve the low bid from Meadors Construction Company for
Clarifier Walkways and Railings at Wastewater Treatment Plant No. 1, Bid No. 9900-16, in the
amount of $54,460, and authorize the City Manager to sign the construction contract.

RESOLUTION. NO.00-11
WHEREAS, Mayor John Delaney has announced The Better Jacksonville Plan, a comprehensive
approach to growth management, transportation, the environment and economic development, and
WHEREAS, The Better Jacksonville. Plan includes countywide road, infrastructure and transportation
improvements, which will accelerate the current road improvement plan and enable many projects to
be completed in a 7 -10 year time frame instead of the anticipated 16 - 20 years, improving the dally
commute for beaches residents, and
WHEREAS, Atlantic Beach residents, young and old, as well as visitors to the area, will enjoy the
proposed new public facilities which include a new public library, new sports and entertainment azena,
baseball park, and expansion of the Jacksonville Zoo; and
WHEREAS, future generations will benefit from environmental improvements and the preservation
of urban forests and acquisition of other environmentally sensitive land, and
- WHEREAS, the plan allows voters to decide in a referendum if they would like to fund improvements
through ahalf--cent increase in sales tax.
WHEREAS, the Atlantic Beach City Commission has approved an Interlocal Agreement with the
City of Jacksonville ensuring that, if approved, Atlantic Beach will receive a portion of the proceeds
of the sales tax increase in an amount estimated to be in excess of $500,000, to be used for similar
projects as those listed in The Better Jacksonville Plan.
NOW, THEREFORE, BE IT RESOLVED, the Atlantic Beach City Commission believes The Better
Jacksonville Plan will directly benefit, and will result in improved quality of life for the residents of
Atlantic Beach. The City Commission endorses the plan and encourages Atlantic Beach residents to
vote in favor of the proposed half-cent sales tax increase in order to fund these. improvements.
