This initiative will be accomplished via COAB becoming a LEED-certified city; promoting the four Rs (refuse, reduce, reuse, recycle); COAB maintaining its Tree City USA designation; tree planting and preserving the tree canopy; engaging youth in environmental activities; and public education. Accomplished via Public input; Committee work; Partnerships; Commission funding, policy and/or legislation; and Staff planning/implementation Notes: Legislative Options, Voluntary Options, Gather data for LEED purposes, Visible Recycling Program; contracts for waste, City Policies, No Smoking in Parks FLOOD AND STORM RESILIENCE An Infrastructure and Planning Resiliency initiative to manage and reduce urban risks. This initiative is accomplishable via flood mitigation (with specific focus on Aquatic Drive/Hopkins Creek); fievelepi-ng implementing a stormwater master plan capital improvement program; enforcement of onsite stormwater retention requirements; and undergoing future planning based on our coastal vulnerability and adaptation assessment. Accomplished via Public input; Commission, State and Federal funding; and Staff planning/implementation Notes: Resiliency Officer Functions, Building code review, Adaptation Plan, Connections with COJ & NS Mayport, Land Acquisition MAYPORT ROAD CORRIDOR IMPROVEMENTS A Quality of Life and Revitalization initiative to improve safety, promote small business development, and create a town center -like sense of place. These improvements will be accomplished via fleveleping execution of an East Coast Greenway activation plan to provide safe, convenient and efficient automobile, bicycle and pedestrian travel ways along the corridor; and instituting promoting facade and public art grant programs. Glasser, 1/8/20 BEACH -TO -MARSH PARKS MASTER PLAN A Quality of Life, Recreation, Environmental and Education initiative to establish a strategy to create a sustainable and interconnected communitywide system of parks, recreation facilities, programs and services that promote recreation, health, access and environmental conservation as integral elements of the community. Accomplished via Public input; Staff, Commission and Environmental Stewardship Committee planning; Community engagement; Commission funding; and Staff planning/implementation Notes: Commission Input, Connectivity, Wayfinding, Bike Route, Bike Area, 2020 Funded Projects (Safety Town, Dog Park, Walking Paths), Racquet Ball Court, Event/Park Activation Review NEIGHBORHOOD IMPROVEMENT AND COMMUNITY IDENTITY A Land Use, Quality of Life /Signage initiative to improve neighborhoods and public spaces, and advance community identity and pride. This initiative will be accomplished by adopting new land development regulations, updating the comprehensive plan, and undertaking a community identity program that focuses on improving public spaces with landscaping and viewer -friendly and aesthetically pleasing signage. Largely staff -driven, vital input is expected from residents, the Community Development Board, and the Environmental and Committees. PARKING AND MOBILITY A Public Safety and Quality of Life initiative to improve parking and provide safe, convenient, efficient and accessible automobile, bicycle and pedestrian travel ways. This initiative will be accomplished via identifying and adequately marking public parking spaces throughout the community; instituting a paid parking system in beaches town center and at some beach accesses; installing pedestrian safety and traffic calming devices; and adding sidewalks. Advocating a no -net -loss of the tree canopy by planting trees and updating the tree -protection code Promoting plastic -reduction measures Promoting the four Rs (refuse, reuse, reuse, recycle) Maintaining the Tree City USA designation by meeting certain criteria, including celebrating Arbor Day event, spending at least $2 per -capita on urban forestry MULTIMODAL MOBILITY & SAFETY An initiative to provide safe, convenient and efficient automobile, bicycle and pedestrian travelways citywide via: Developing a complete streets policy Establishing/developing a system of sidewalks/multi-use paths Improving pedestrian/bicycle crossings Initiating a public relations campaign to promote roadway safety Parking and traffic calming measures MAYPORT ROAD An initiative to improve safety, business and cultural opportunities, quality of life, and neighborhood identity via: Strengthening the city's position on securing future state complete streets/road diet/safety- enhancement funding Updating the Comprehensive Plan to incentivize redevelopment Growing the public art grant program Growing the facade-improvement/landscaping grant program Mural painting at the Atlantic Boulevard interchange CAPITAL PLANNING & BUDGETING A financial and infrastructure planning initiative to prepare future needs via: Adopting a reserve fund policy Establishing a property acquisition and development fund to aggregate capital for land conservation/green space and other real estate purchases Updating the 10 -year capital improvement plan Developing a sea level rise adaptation plan Implementing the stormwater and parks -to -marsh master plans QUALITY OF LIFE An initiative encompassing people, parks, beach accesses and neighborhoods to improve quality of life indicators via: Beautifying parks, beach accesses and rights of -way Reducing sign pollution Promoting art and history Improving recreation/wellness programming for youth and senior citizens Promoting recreation and cultural opportunities at Beaches Veterans Memorial Park and other parks west of Mayport Road PARTNER DEVELOPMENT An initiative with specific focus on improving governance and fiscal opportunities via: Developing a legislative action plan Forging viable intergovernmental and interagency partnerships, including but not limited to the following: U.S. Congressional representatives; Florida Legislature representatives: the City's Jacksonville City Council representative; Florida Department of Transportation; St. Johns River Water Management District; Jacksonville Transportation Authority; North Florida Transportation Planning Organization; and Jacksonville Electric Authority Forging viable private partnerships with human services, sustainability and nonprofit sectors that support the City's priorities Public engagement with citizens of all ages, including youth
