BACKGROUND: The older section of the Atlantic Beach Wastewater Treatment Plant is in
need of painting as part of our ongoing maintenance program. Bids were
advertised on May 28, 2000, and were received on June 28, 2000. V.I.P.
Painting was the apparent low bidder, but. was considered non-responsive,
as they failed to turn in all necessary bid documents. The lowest
'' responsive bidder was Richard Thomas, Inc. at $42,157.50. Richard
Thomas, Inc. submitted all required documents, including positive
references.
BUDGET: Funds were budgeted in the Sewer Utility Fund, under account number
410-4101-535-6200 in the amount of $35,000. In order to keep the project
under the budgeted amount, Item No. 12 (Grit Chamber, $3,000) and Item
No. 13 (Old Digester, $4,400) will be removed from the scope of work,
resulting in a total cost of $34,757.
RECOMMENDATION: Award the contract for Painting at Wastewater Treatment Plant,
omitting Item Nos. 12 and 13, to Richard Thomas, Inc. in the
amount of $34,757. Item Nos. 12 and 13 will be deferred until
next Fiscal Year.
