Smoke Testing on Beach Avenue/Marsh Oaks areas; The .city continued the smoke
testing that was done earlier in the core city azea. This time, lines in the Beach
Avenue/Mazsh Oaks area were tested. As before, several problems were found, most of
which were located on private property. Letters were sent to several property owners that
had broken clean out plugs and other deficiencies noted so that they could have them
repaired by plumbers.
Reese of Waste Water; As a result of the recent drought, the city has been approached
by both members of the Selma Marina Country Club as well as the Navy to consider the
feasibility of use of the city's waste water plant effluent for imgation of golf couxses.
The city is studying the technical feasibility of the reuse from each of the city's waste
water plants. Preliminary indications are that additional capital equipment and operating
expense would be involved. However, the waste water effluent would have a value,
although Less than that of drinl~ing water, and the value maybe sufficient to amortize the
capital cost and pay additional operating expenses. Any agreements, commitment of
significant funding, or other commitments will be brought to the commission for approval
if feasibility is established.
Jacksonville Grant for Dune Overwalks; The City of Jacksonville has budgeted
$100,000 for the improvements of dune overwalks in Atlantic Beach. Some of this
money can go to the $15,000 match required for. the state grant for dune overwalks which
is currently under design. ~ Staff is studying possible uses for the additional funds.
Letter sent to s~tic tank owners; To announce the requirements of the new septic tank
ordinance as well as policies adopted by the Commission to septic tank owners, letters
have been sent out. Four sepazate letters were sent to various groups of septic tank
owners so that each owner could be notified of the latest date that they must convert to
the city's sewer system. Four letters are required because there are three separate
assessments ongoing with different ending dates and a fourth letter was sent to those who
are not currently paying assessments. All letters have been sent by certified mail.
