AGENDA ITEM: Engineering for Sludge Holding Tank at the Buccaneer Wastewater Treatment

BACKGROUND: On May 8, 2000, the City Commission authorized Meadors Construction
Company, Inc. to complete painting of two additional sludge holding tanks at the
Buccaneer Wastewater Treatment Plant, in the amount of $35,b50. After the
contractor completed sandblasting of the tanks, inspection revealed both metal
tanks were severely pitted and corroded beyond permanent repair. Staff directed
the contractor to patch and prime the two sludge holding tanks for temporary use
until they can be replaced. The cost of this work was $16,324, which is $19,32b
less than the amount approved by the City Commission.
Staff and the project engineer, Gannett Fleming, have evaluated options for
replacing the two sludge holding tanks. Because the tanks must remain in use
during construction, the best option will be to construct a larger, single
replacement tank on the vacant City property across Regulus Drive. In addition,
the location on the west side of Regulus Drive is needed because there is no other
available area on the east side of Regulus Drive.
In order to expedite the tank replacement due to the extremely deteriorated
condition of the existing tanks and their critical function for plant operation, staff
negotiated a fee with Gannett Fleming, Inc. to design the replacement tank,
piping. The cost for this design work, which will include preparation of plans and
specifications for a minimum 1.85,000 gallon sludge holding tank, as well as
bidding assistance, shop drawing review, and assistance with contractor requests
for information is $13,750.
BUDGET: Because Meadors Construction Company was unable to complete painting of the
two sludge holding tanks as authorized, there are sufficient funds left to cover the
cost of this engineering work tinder the contingency for the Buccaneer
Wastewater Treatment Plant Expansion project.
RECOMMENDATION: Authorize Gannett Fleming, Inc. to design the replacement sludge holding
tank at the Buccaneer Wastewater Treatment Plant, for $13,750.

Gannett Fleming (GF) is pleased to present this proposal for professional engineering services
related to preparation of construction drawings and technical specifications for a new 185,000=:,gallon
sludge storage tank for the Buccaneer WWTP.
As you know when the existing sludge tanks were sandblasted in May of this year, the steel tanks
showed signs of heavy pitting and severe corrosion. This ultimately led to a decision to replace the
tanks with a single new sludge holding tank, sized to accommodate 155,000 gallons of sludge.
We propose to provide engineering services for preparation of plans and specifications for an
185,000 (minimum) gallon sludge holding tank fabricated of painted I/4-inch. welded steel.. Florida..
Aquastore, representatives of A._ O. Smith glass fused steel tanks, was contacted regarding the
proposed tank. A. O. Smith tanks would be included in the specifications as an approved alternate
to the painted t/4-inch welded steel tank. Included with the tank design will be access stairs and top
walkway, supernatant draw-off piping, sludge fill and drain lines, relocation of the sludge transfer
pump, tank drain line, concrete foundation, aeration/mixing utilizing an enclosed Roots positive
displacement blower and miscellaneous site work. As part of our proposed services, we will assist
the City during the bidding process, including evaluation of bids and a recommendation to the City
as to the qualified low bidder. We will also review shop drawings and assist the City regarding
requests for information from. the contractor during construction. The fee for these services is
$13,750.
Resident Observation services for this project will vary depending on the type of tank constructed.
If the City would like us to provide these services, they can be negotiated following the receipt of
bids.

We estimate that the. cast .for construction of a 185,000, gallon steel tank, including appurtenant
facilities such as concrete foundation, piping, sludge transfer pump relocation and furnishing and
installing a positive displacement blower will be in the range of $140,000 to $160,000.
For budget purposes we recommend that the City allocate $200,000 for this prof ect. This estimate
includes an allowance for engineering design, construction, resident observation, and a 20%
contingency. This estimate is for budget purposes only. Since we have no control over construction
costs, competitive bidding and market conditions, the actual cost for this project may be more or less
than this estimate.
