Exh 3BAgenda #3B August 14, 2000 ~~ -. COMMISSIONER'S RECOMMENDATION __ __ __ _ __ _. AGENDA ITEM: Authorization to negotiate for architectural. services for. Adele Crrage renovations submitted by Rick Beaver Commissioner DATE: August 9, 2000 BACKGROUND: The City Commission has authorized me on several occasions to take several actions to promote the renovation and reconstruction of portions of the Adele Grage Center including meeting with individuals and groups to obtain community input on the possible uses of the Center and to help prepare a request for proposals for architectural services that will. be needed. After holding a public meeting at the Adele. Grage Center and receiving a survey of input from numerous individuals and representing quite a diversity of opinion, I formed an advisory group of individuals representing specific backgrounds and abilities to assist in this process. Among others, these included an architect and a contractor. With input from this group, City staff prepared a request for proposals which were sent to several area architects on May 16, 2000. Proposals were received from five area architects on July 5~` and I called. the Advisory Group together to consider both proposals and input from the City staff about their submittals. This Advisory Group heard the recommendations made by City staffwhich were presented by the City Manger and ranked the architectural proposals in two areas; the interior layout proposed by each architect and the exterior elevations. The rankings from the Advisory Group were included in my memorandum to each of you dated July 13, 2000 as follows; 1) Tat Chan 2) William Ebert 3) Barbara Mears Tat Chan scored the highest among the Advisory Group in both the interior and exterior evaluations. His proposal included the best concept for the transition areas from the old portions of the Adele Grage Center to the area to be reconstructed, and the Advisory Group felt that the overall flow between various areas in the old and new buildings was the most efficient and smooth. Also, his exterior elevation showed a deep respect for the character of the original building which will remain. Overall, his concept and strategies for making the spaces useful appeared best overall and it was clear that Mr. Chan had put the most effort into preparation of the submittal for City consideration. The amount of effort placed into Agenda #3B August 14, 2000 _. _. - the proposal should be reflective of the amount of commitment expected if the architect receives the work. City staff had pointed out in the evaluation of the proposals that Mr. Chan did not have ___ _ experience in the remodeling of buildings and had been limited instead _. to new construction. While this was considered to be an important issue, the Advisory Group still felt that his proposal was excellent and that the City would receive the best service if he was awarded the contract. The City Manager has also provided the evaluation of references which was completed after my Advisory Group met in mid July which indicates that each of the top three recommendations had good ratings from past clients. One of those recommendations indicated that Mr. Chan had also had some renovation experience on past jobs, although that was not reflected in his original proposal to Atlantic Beach. BUDGET: Will be subject to negotiation of fees for services. RECOMMENDATION: To authorize. the City Manager to negotiate a contract with architect Tat Chan for services in connection with the Adele Crrage renovation. If those negotiations are unsuccessful, the City Manager should be authorized to negotiate with William Ebert as a second choice and with Barbara Mears as a third choice if necessary. Final contract approval will be subject to authorization by the Mayor and Commission.
