BACKGROUND: Electrical troubleshooting and repairs at the City's Water, Sewer, Parks and
Recreation Facilities are performed by an electrical contractor. The City's bid specifications also require
certification of the electricians in industrial electricity, and certification of completion of the North Florida
Building Trades Association Industrial Motor Control school for water and wastewater facilities.
Bid specifications were sent to seven bidders, and two bids were received on July 28, 2000. Both bidders
had attended the mandatory Pre-Bid Meeting on July 18, 2000, and submitted all required documentation.
The bid award recommendation is based on the total for a hypothetical 8-hour job using the rates
submitted in the bid.

Brooks & Limbaugh was the responsive low bidder, with a bid approximately 19% below current rates.
This company has been doing business with the City since 1983, and their references are excellent.
BUDGET: Funds for electrical troubleshooting and repairs are budgeted in the Atlantic Beach and
Buccaneer Water and Sewer funds, account nos. 400-4001-533-3400, 400-4301-533-3400,
410-4101-535-3400 and 410-4401-535-3400 in the amount. of $75,000.00 for use as
needed, and in the Parks and Recreation food under account no. 001-6020-572-3400.
RECOMMENDATION: Award annual contract to Brooks & Limbaugh at the rates submitted in
Bid No. 9900-19.
