Exh 7A.r AGENDA # 7A AUGUST 28, 2000 CITY OF ATLANTIC BEACH __ __ _ . __ _ CITY COMMISSION MEETING CITY COMMISSIONER REPORT AGENDA ITEM: Ordinance No. 5-00-33 Proposed increase in City of Atlantic Beach Mayor-Commissioner and Commissioners basic annual salary SUBMITTED BY: Commissioner Borno '~ (~~~~ DATE: August 24, 2000 BACKGROUND: When I performed the review of the Florida League of Cities salaries, I first went to the Group II Populations section and identified the cities that had populations in our range (Atlantic Beach estimated population is 14,000). I found 20 cities that had reported Commission salary ranges as a maximum or actual average figure. The high range on the cities i used (by Population Group II) was #12,000.00 and the low was $1,800.00. When reviewing the cities in Northeast Florida around us I noticed a high of $12,OOO.QO and low of $7,200.00. That is how I first proposed a salary of $9,000.00. I propose that the Commission salary be revised to be $6,000 per year and the Mayor's salary to be $10,000.00. I propose that the amendment that the salary be effective at the next election be deleted. The reason is alI of Atlantic Beach Commission salaries have been effective upon being passed. It is a ` nightmare to do the accounting etc., as we are on three different time schedules. Two Commissioners have one year remaining on their 4-year terms, two Commissioners have three years remaining on their 4-year terms, and the Mayor has one year remaining on his 2-year term. .~ - AGENDA # 7A AUGUST 28, 2000 ORDINANCE NO.5-00-34 AN ORDINANCE OF THE CITY OF ATLANTIC BEACH, FLORIDA, AMENDING CHAPTER 2, ADMINISTRATION, ARTICLE II, CITY COMMISSION, SEC. 2-20, SALARY OF MEMBERS, AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Florida League of Cities provides comparisons of the salaries of elected officials throughout the State of Florida; and WHEREAS, the Cooperative Salary Survey of February 2000, which is based on population and other information, indicates that the salaries paid to Atlantic Beach City Commissioners is lower than salaries paid to elected officials in other Florida cities with similar demographics; and WHEREAS, the salary of Atlantic Beach elected officials was last increased in 1983. NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA: Section 1. Section 2-20 of the Code of Ordinances of the City of Atlantic Beach, is hereby amended to read as follows: Sec. 2-20. Salary of members. (a) The annual salary of the mayor-commissioner shall be €~-twelve thousand dollars ($5;96@-$12,000). The annual salary of the commissioners shall be two-nine thousand dollars 02;596-$9,000). (b) The salary of the mayor commissioner and commissioners shall be made in twelve (12) equal monthly payments. lC'/ b e The salary of the manor-commissioner and city commissioners shall be reviewed_and increased if appropriate at the same time. and at no reamer ercentage than that received by general employees. (d) No current city commissioner nor the current manor-commissioner shall receive a salary increase during his current term of office.
