02-25-20 BMRC Adopted MinutesMINUTES Board Member Review Committee (BMRC) Meeting Tuesday, February 25, 2020 - 5:30 PM City Hall, North Conference Room ROLL CALL: Present: Sally Clemens, Committee Member Kenneth Reeves, Committee Member Pamela White, Committee Member Brittany Norris, Commissioner/Chair Also Present: Donna Bartle, City Clerk (CC) CALL TO ORDER Commissioner Norris called the meeting to order at 5:30 p.m. Commissioner Norris introduced herself and explained the agenda. There was discussion about having a recurring meeting schedule. Member White spoke against having them on Thursdays and Member Reeves requested that the meetings start later, around 6:30 p.m. City Clerk Bartle noted that interviews are 20 minutes each and depending on how many, it could be late when the meeting ends. Commissioner Norris explained that the recurring meetings could be scheduled for 6:30 p.m., but meetings involving a lot of interviews may need to start earlier. Commissioner Norris also explained the reason for scheduling monthly meetings and the option to cancel if the meeting is not needed. 1. MEMBER INTRODUCTIONS Each Committee member introduced themselves, explained their board/committee experience, answered questions, and made the following requests/suggestions: White: Publish standard language in monthly newsletter about the board/committee application process. Wants attendance records on all board/committee members for the past year. Norris: Wants new members educated and provided with a packet. Consider legislature to require board/committee members to attend training. Consider legislature for changing CARAC's responsibilities and/or its term in an effort to have volunteers help with things without needing official action at a committee meeting. Board Member Review Committee (BMRC) February 25, 2020 Clemens: Have each Chairperson come to a BMRC meeting to express challenges they are facing with their respective board/committee. Reeves: For BMRC applicants, note that the mayor makes the nomination for appointment without going through the BMRC. 2. APPROVAL OF MINUTES A. Approve Minutes of the Board Member Review Committee meeting of October 30, 2019. MOTION: Accept the minutes as written. Motion: Sally Clemens Second: Pamela White Sally Clemens (Moved By) For Kenneth Reeves For Pamela White (Seconded By) For Brittany Norris For Motion passed 4 to 0. 3. 2019 DEBRIEF - MEMBERS PROVIDE INPUT, IDEAS, ETC. Commissioner Norris recapped suggestions made earlier and discussion ensued. The following suggestions were made. The attendance logs should be provided quarterly. Commissioner Norris offered to request from liaisons. If a chairperson is unable to attend the BMRC meeting to provide input about their board/committee challenges, they can email their comments to the City Clerk. Emphasize the importance of member attendance and the rules regarding absences. Provide informational packets to members. Commissioner Norris explained she is always open to hearing ideas and feedback. 4. SET RECURRING MEETING DATES FOR 2020 Discuss ensued about the Cultural Arts and Recreation Advisory Committee vacancies and putting the recommendation to appoint Mauricio Gonzalez on the next Commission agenda. Board Member Review Committee (BMRC) February 25, 2020 Page 2 of 3 The Committee discussed setting recurring meetings and made the following motion: MOTION: Meetings will be held at 6:30 p.m. on the fourth Tuesday of every month, except that May's meeting will be on Wednesday, May 27. Motion: Sally Clemens Second: Kenneth Reeves The Committee discussed changing the meeting dates and times as necessary and will review the schedule again in June. No vote was taken; however, there was consensus for the motion. 5. DISCUSS AGENDA FOR MARCH MEETING The Committee reviewed the applicant and vacancy lists. There was consensus to interview candidates for the Environmental Stewardship Committee at the next meeting. Commissioner Norris agreed to contact Mr. Goodrich to see if he is interested in the vacant alternate position on the CDB before putting him on an agenda for consideration. Commissioner Norris asked that the June meeting include discussion of the meeting schedule for the remainder of the year.
