Dear Mayor Merserve:
As you are aware, the beaches' area has a very valuable resource in the Dial-A-Ride program. Since
their inception in 1978, they have provided the citizens of the three beaches a unique service funded
solely by donations from private sources and a few fund-raising efforts. At a meeting that I held in
January of this year, it was brought to my attention that the program is in dire need of funding. At
that time I approached JTA and Intelitran to see if there was.. a possibility of obtaining funding
through their organizations. I received a reply that the only funding available was through Medicare
and ADA reimbursement. While Dial-A-Ride does provide medical trips, and they are pursuing the
Medicare and ADA, the majority of the riders are senior citizens going about their daily activities.
The opportunity that Dial-A-Ride provides for them to maintain an independence is an important
part of keeping them vital and active in our community. They have given years to their cities and
I feel that it is time we gave back to them. The funding of Dial-A-Ride provides us one way of
doing that.
I have introduced legislation to the Jacksonville City Council with a request for $25,750 in funding
and am asking that Atlantic Beach City Council provide $1,000 in funding. I have made a similar
request to the City of Neptune Beach. The City of Jacksonville Beach is already providing support
on an annual basis. One thousand dollars will fund their operation for approximately one month
and allow them to start building a reserve for vehicle replacement in the event an emergency may
arise. By joining together we can save this necessity for a large number of our seniors.
Enclosed you will find a copy of their annual budget and a break down of ridership for each. of the
beaches. As you can see, this service operates strictly for the benefit of the seniors and disabled in
the beaches' area.

citizens, but for all citizens, has led me to seek your assistance. I hope you can join me in finding
a way to keep Dial-A-Ride operating for many years to come.

As of this date the number of riders per month are approximately 250.
VJc provided approximately 3000 round trips (6000 one way trips) in 1999. Ouz service is
round trip.
The following is a breakdown of the number of riders per beach location:
Jacksonville Beach I50 riders
Atlantic Beach 60 xiders
Neptune Beach 40 riders
Our fixed mont}tIy expenses are as follows:
Insurance $530.37
Wages for driver $840.00
Telephone $59.99
Total $1430.36
Additional expenses are:
Maintenance on bus -(Brakes. tune up etc.} This expense varies-at the present time
we owe $817.49 to Jacksonville Beach for garage service for the year 1999_
Tires $1500.
