298 Sherry Drive TREE07-00001422 10.10.2007TREE CONSERVATION BOARD STAFF REPORT TO: TREE CONSERVATION BOARD MEMBERS FROM: DEPARTMENT OF PLANNING, ZONING & COMMUNITY DEVELOPMENT SUBJECT: TREE REMOVAL APPLICATION - 298 SHERRY DRIVE (ATLANTIC BEACH ELEMENTARY) DATE: 10/1/2007 REQUESTED ACTION: THE APPLICANT HAS REQUESTED A TREE REMOVAL PERMIT TO ALLOW THE REMOVAL OF A NUMBER OF TREES FROM THE SITE LOCATED AT 298 SHERRY DRIVE, FOR THE PURPOSE OF CONSTRUCTING A NEW PARKING LOT AND DRY POND. STAFF COMMENTS: All State Construction presented a complete application on behalf of Duval County Public Schools on 10/01/07. The tree survey, site plan and landscape plan are oversized format and therefore have not been included in mail-out packets. These items are available in the project file, and will be available at the tree board meeting. The applicant proposes removal of trees to accommodate a new parking lot and dry pond. Additionally, it has been determined that two (2) Elms are located too close to the structure. A professionally designed landscape plan demonstrates relocation of twelve (12) Cabbage Palms and two (2) Live Oaks, as well as the planting of five (5) new Oaks and four (4) Cabbage Palms. No interior trees designated for removal are protected and therefore do not require mitigation. Both trees designated for removal from the exterior zone are protected and therefore do require mitigation. However, mitigation requirements are clearly surpassed by plantings demonstrated on the submitted landscape plan. SUGGESTED ACTION TO RECOMMEND APPROVAL The Tree Conservation Board may consider a motion to approve this request and issue a tree removal permit for the removal of one (1) 24” Florida Elm, one (1) 22” Florida Elm, and two (2) 16” Cabbage Palms, for a total of 78” in the interior; and, one (1) 12” Cabbage Palm and one (1) 13” Cabbage Palm, for a total of 25” in the exterior, as shown on the tree survey submitted with this application, for the property located at 298 Sherry Drive. † 1. The existing tree canopy of the lot is not detrimentally affected. † 2. The tree canopy of the adjoining lots is not detrimentally affected. † 3. The topography of the lot is not such that tree removal would adversely affect the lot. † 4. The cumulative effects of the tree loss are minimal. † 6. The proposed tree removals are consistent with the intent of Chapter 23, Article II of the City of Atlantic Beach Code of Ordinances, and they will not be detrimental to the public welfare. Notes:
