I am in receipt of the letter from Certified Arborist David Washington of Custom Tree Service
regarding the condition of the Laurel Oak located on the property at 2051 Vela Norte Circle.
As we discussed in our July 19th telephone conversation, tree removal from properties
undergoing development, redevelopment or renovation typically must be reviewed and
mitigated for according to the provisions of the Tree Protection Ordinance, as stated in
Chapter 23, Article II of the City of Atlantic Beach Code of Ordinances. However, Mr.
Washington's professional opinion serves as documentation that the current condition of this
tree poses potential danger to you, your property and/or others. Thus, I find that you are
exempt from the tree removal permit requirement and the mitigation requirement for this
particular 28" Laurel Oak.
Please keep in mind that Atlantic Beach does have minimum tree standards: "One (1) four -
inch caliper tree shall be planted and or preserved for every twenty-five hundred (2,500)
square feet of lot area, or portion thereof, excluding there from preserve areas and water
bodies." [Section 23-17 (c) (2) (a)]

I have evaluated your laurel oak in the back right yard located at 2051 Vela Norte
Circle. The tree is approximately fifty five — sixty feet tall. Eighty percent of the tree is
covered with Ivy vines. The tree is approximately twenty eight inches at chest height.
There are multiple hollow cavities at the root base. The tree appears to be hollow at
base. The tree is leaning toward the home and has multiple broken limbs at the
crown from storm damage. Based on the overall condition of the tree, consideration
for removal of this laurel oak is recommended.
