BACKGROUND: The City Commission has discussed the need for additional
recreation programs, and Sandra Phillips, a tennis professional, has
offered to provide a well rounded tennis program in Russell Park.
The program will include clinics, tournaments, private lessons,
exhibitions and the possibility of forming a league. This program
will not interrupt the current setup and use by the public, but it will
add a program that is not being offered by the City. Ms. Phillips
plans to charge fees for some of the activities, and the fee schedule
will be worked out in the contract.
Attached is a letter and a list of provisions provided by Ms. Phillips,
which will be negotiated and addressed in the contract.
RECOMMENDATION: Authorize the City Manager to enter into a contract with Sandra
Phillips to provide a tennis program at Russell Park.

would like to have the opportunity to establish a tennis program at Russell Park.
My goat is to implement a junior program that will generate interest in the community
by offering free junior clinics and social events. I would like to set up a tennis program
that would incorporate low income families and generate more activity on the courts.
1 would like to create fun by offering clinics that incorporate drills for every level.
The drills are geared towards the children having fun on the court while learning at the same time.
incorporate exercises to music, hand-eye coordination tasks, balance and activities that allow
children to progress and enjoy the sport.
I would also like to create events for adult involvement, which would include offering
one, half-hour free lesson to each Atlantic Beach Resident and monthly round robin
socials. I would arrange for monthly tennis exhibitions to be played which would
enhance community involvement and generate more interest.
I would also conduct private lessons and offer a variety of adult and junior clinics
to the community. The prices of the lessons would be based on the average
prices in the Jacksonville area.
The Russell Park facility has six courts and at present, only three courts are being
utilised on a continuous basis. I would only need the use of two courts to begin
my program. There would at all times be a minimum of three courts left open for
residents to book. I would run adult programs in the morning from Sam until 12 and
in the afternoon for children from 3pm until 6pm. I would coach Mondays thru
Fridays, and once. month run exhibitions on a Saturday which would be for two
hours in the morning.
feel that the above programs would increase the usage of the tennis courts and
offer the community an opportunity to have a place where they can have fun and
physical activity at the same time.
