Proposal for Final Design and Permitting from Aikenhead &
Odom, Inc., Consulting Engineers for the Core City Project.

BACKGROUND: The consulting engineering firm of Aikenhead & Odom, Inc. has
completed the Project Approach and Preliminary Engineering
Design Phases for the Core City Stormwater/Water/Sanitary Sewer
Line Project. The Public Hearings on each phase were held on
November 17, 1999 and September 7, 2000.
After discussions and resubmittals, Aikenhead & Odom, Inc. has
submitted a revised Scope of Services and Fee Proposal for Final
Design and Permitting. Although their fee for this effort has
increased from their previous 1999 estimate for Final Design, their
construction cost estimate has been reduced significantly due to
innovative techniques developed in the Preliminary Engineering
Design Phase. The current construction. cost estimate is estimated
not to exceed $6,800,000, vs. the original estimate of $6 to $11
million dollars.
BUDGET: Funding for this Final Design and Permitting work is budgeted
in FY 2000-O1, Utilities Funds.
RECOMMENDATION: That the Mayor and Commission authorize execution of the Final
Design and Permitting proposal dated September 19, 2000 in the
amount. of $639,894.11, and that additional monies.. for
subconsultants be negotiated directly by staff as required.

Per our August 28 fee and. scope submittal, subsequent meetings and -discussions, subsequent
September 12 revised fee and scope submittal, and our meetings and discussions with Bob Kosoy
today, attached is a second, and final, Revised Scope of Services and Fee Proposal which reflects all of
the issues addressed in our September 12 submittal plus those matters discussed. in today's meeting.
These agreements have resulted in a mutually agreed to Scope and Fee for Aikenhead & Odom (A&O)
to complete the Final Design for Atlantic beach. Below is a brief outline of today's agreed-to scope
and manhour revisions:
1. One of our most critical issues involved analysis for reconstruction of the Core City streets to
inverted crown. As everyone agrees, missing existing tree canopy, roots, and existing
infrastructure while having design. reliability regarding storm flow management within the final
right-of--way is a design necessity. Bob Kosoy suggested A&O provide- additional surveyor.
coordination for the surveyor to obtain more definitive data along-critical streets than initially
anticipated. This will allow A&O to design critical areas with'less field investigations and
cross-checking by our engineering staff. This is reflected in a reduction of the design effort on
the cross sections from 3.00 to 2.25 hours per cross section, and we have also-.agreed riot to
increase our surveyor coordination time from our prior submittal.
2. Bob Kosoy requested, and we have agreed to, a further reduction of manhours for the low-flow
stormwater pump stations, which totals a reduction from 440 hours to 356 hours.
3. Bob Kosoy requested, and we have agreed to, a reduction in the manhours for erosior~d
sediment control. We have reduced hese from 8 hours to 6 hours per sheet for both t1ie\'\~~
roadway and the drainage sub-sections of the sheets. , ` Y ~~~~,
4. We agreed to reduce review submittals by eliminating the 30% submittal, prow

Works, prior to our initia175% submittal, would be required for.specific issues not clearly
.:defined by the Study, and this has been detailed in the ,attached Revised Scope. This is not •
anticipated to be necessary for the Sherry Drive design. ~ .
5. :Based on prior discussions, and overlooked in our,September 12 Scope submittal, A&O will
hold one (1) meeting with the City Commission following the Final Design submittal of the
"Final Construction" {not anticipated necessary for the Sherry Drive design) to provide a brief
verbal report describing .the final project design and updating the engineers cost estimate. Other
.coordination with SRC and City Commission will be through Public Works.
Major issues within~the final design scope now being considered remain unchanged from our
September. l2 submittal, and .are summarized therein.. As also noted in that submittal, there is a
substantial increase in desi ; ng~~, effort in order to achieve the desired decrease in construction scone and
cost for this project. Despite this fact, our proposed man-hours per sheet and fee as percentage of
construction cost are well within industry standards.
A&O has. a great deal of personal involvement and professional pride in our accomplishments to date
on behalf of Atlantic Beach. We have made every possible effort to limit design`scope without
jeopardizing the final project effectiveness for the City. We greatly appreciate the effort you and
Public Works have,made to recognize the complexity of this design and to work with us to achieve the
ultimate goals of the residents. Our attached revised fee reflects a figure slightly :below the $640,000
which was mutually agreed to today, and we are certain everyone concerned will come to recognize
this as a very sound investment for Atlantic Beach.

FINAL DESIGN and PERMITTING

Aikenhead & Odom (A&O) will provide Engineering Design Services (Design) to the City of
Atlantic Beach (City) for a Capital Improvements Project (Project) involving Final Design of
modifications to the existing City-wide master stormwater system, select Core-City street and
drainage systems, and select Core-City water distribution systems, all as detailed herein. Sanitary
sewer system modifications/design will be accomplished by City forces independent of A&O effort,
with the exception of sanitary sewer on 1 l~` and 12~' Streets, which design will be included.
A&O will utilize~the results of the multiple alternative scenarios run with the detailed hydrologic
SVJMM model, all input gathered from sub-consultants, City Commission, Stormwater Review
Committee, the public, and meeting with applicable regulatory agencies, all as reported in the
Preliminary Design Report. This will form the basis of all design effort as detailed within this Scope
of Services.
The Project Approach Phase and the Preliminary Design Report Phase of this effort have been
satisfactorily completed. The following scope details the effort to be accomplished under the Final
Design and Permitting Phase.
1. Public Hearin: A&0 has held a Public Hearing on September 7, 2000 at the Atlantic
Beach Elementary School to present the overall status of the project prior to commencing
Final Design. A&O has provided a detailed verbal report with presentation graphics to
describe the Preliminary Design Report findings and to update the cost estimate. Input from
comments during this meeting will be incorporated in the Final Design as mutually agreed
by A&O and City.
2. Limits of Final Design: Based on coordination with Public Works and City personnel, and
the in accordance with the Final Concept Plan, the Final Design will include the following:

_ a. Core City~streets will be designed as follows:
i. 1~`, 2nd, 3~d, 4~', S~', 6`~, 7`~, 8`~, 9~,10d',11~, and 12`~ Streets, all between East
Coast Drive and Sherry Drive, will be re-designed to inverted crown with no
curb & gutter to a 20' pavement width throughout (14,500 If).

iii. Plaza, from East Coast to Sherry Dr, will be re-designed within existing (to-

iv. Sherry Drive will be designed to be lowered, widened to 24' pavement, curb
& gutter added, and normal-crown cross-section from Atlantic Blvd to Plaza
(~3,2001f).
b. In-ground drainage systems will be designed on:
i. Ahern, from Sea Turtle to Sherry Dr, incl Sea Turtle parking lot (f 1,4001f).
ii. 3rd St, from 300' east of Sherry Drive to Sherry Drive (~3001f).
iii. 7`~ St (and Beach Ave), from 8~' St beach outfall to Sherry Drive (2,700 lf).
iv. Plaza, from 500' east of Seminole Rd to Seminole Rd (500 lfj.
v. 9`~ St, from 300' east of Seminole Rd to Seminole Rd (300 lfj.
vi. 10~' St, from 10`~ St beach outfall to Sherry Dr (2,000 lf).
vii. 11~' St, from 12d' St to the Selva lagoon (900 lf).
viii. 12~' St, from 400' north of 11~' St to l ld' St (400 lf).

x. Seminole Rd, from Plaza to 11~` St (~1,2001f).
c. A maximum of 14 baffle structures will be designed within the above in-ground
drainage system areas, including 2 "CDS" units.
d. Improved drainage capacity, and associated maintenance capability, will be designed
through Howell Park (11,500 if j.
e. Design of regrading and stabilization of the existing Seminole Rd ditch between 16~'
and Saturiba Drive (~2,2501f).
f. A box culvert will be designed under 11~' St at the Selva lagoon.
g. Structural revetment of the lagoon banks around the Selva Marina CC main bridge
(Bridge #6) will be designed, with associated re-grading of the area.
h. Cleaning/dredging ofthe Selvalagoon from Sherry Drive to A-1-A @ Puckett Creek
will be designed (13,500 lf).
i. A tidal backflow control structure, ~5 cfs pump with 12" force main to headwaters
of Sherman Creek (1,000 lf), and a X10 cfs pump over the weir will be designed.

The existing large-diameter force main at the box culvert under A-1-A_at Puckett
Creek may be designed to be relocated out of the flow line. of the creek. This would
include coordination with Jacksonville Beach, Neptune Beach, and Atlantic Beach
utilities regarding their respective sewage treatment plant effluent systems.
Giavity sanitary sewage collection system will be designed on:
i. 12`~ St, from East Coast to i 1~ St (~1,2501f, includins new water design).
ii. 11~' St, from East Coast to Sherry Dr (~1,3001f).
1. Potable water distribution system will be designed on:
i. Ahern, 2na St, 4~' St, 5`~ St, 6~' St, 7~' St, Plaza, and 10~' St, all from East Coast
to Sherry Dr (~9,8001f total).
ii. East Coast Drive, from Ahern to 10~' St (~3,6001f total).
3. Dirt Street "Dust Control" Stabilization: A&O has obtained confirmation that a`.`cold in-
placerecycling" process of the existing asphalt streets can be accomplished for all Core-City
streets. This process will avoid substantial costs for the necessary street reconstruction and
will provide significant other benefits to the City, including:
a. Substantially reduce impacts to trees, both roots and canopy.
b. Substantially reduce time of reconstruction and return of drive-able streets
c. Significantly reduce maintenance of traffic (MOT) issues and costs.
d. Develop valuable stabilizing material as a "by-product" of the process which will be
placed on existing dirt streets throughout City for "dust control" and stabilization.
A&0 will provide coordination, specifications, and permitting of the "dust control" and
stabilization efforts.
4. Additional Elevation Data: A&O has already coordinated with Ghiotto & Associates
surveyors to begin obtaining necessary additional topographic information in critical areas
of the existing Core City, Howell Park, Se1va Lagoon, and surrounding areas, in specific
areas shown by the Preliminary Design Report Phase to require very specific design effort.
This additional information will not duplicate any information already available, and was not
gathered in the topographical information from prior engineering and analysis efforts. Funds
remaining in the City P.O. with Ghiotto from the Preliminary Design Report Phase are being
utilized initially, and additional funding if required will be negotiated between City and
Ghiotto. The City will handle these services duectly under a separate agreement, with all
necessary effort carefully coordinated by A&O with the surveyor to obtain maximum
efficiency. All elevations will be "benched" to the same datum as existing records.
5. Additional Geotechnical Data: A&O will coordinate with Ellis & Associates geotechnical
services for more detailed assessment of the Selva lagoon, the ditch through Howell Park,
structural borings at all major drainage structure design areas, and other specific areas which
have been shown by the Preliminary Design ReportPhase to require very specific data. This
additional information will not duplicate any information already available, and was not
gathered in the geotechnical information from -prior engineering and analysis efforts.

' Preliminary information regarding these fees will be provided under separate cover, and the
City will handle these services directly under a separate agreement. All necessary effort will
. be carefully coordinated by A&O with the geotechnical firm under this scope to obtain
maximum efficiency of this effort.
6. -Environmental, Arborist, and Legal .Efforts: Environmental, arborist, and Legal
consultation will be needed throughout the Final Design process in varying degrees for
pollutant load mitigation, wetland and aquatic species impact(s), wetland delineation,
environmental mitigation consultation, tree impact avoidance, planting design if/as
necessary, and possible legal issues related to the permitting process. Pollutant load
mitigation consultation will be provided by Cheryl Johnson and staff of Engineering Methods
& Applications. Wetland and aquatic species impact(s), wetland delineation, and
environmental mitigation consultation will be provided by Nancy Zyski and staff of
Environmental Resource Solutions. Scope of these services will be developed by A&O in
coordination with Atlantic Beach and these subconsultants, and final fee proposals will be
provided under .separate cover to the City for handling of these services directly under
separate agreement. An ongoing continuing hourly contract between the City and Early
Piety, Certified Arborist, is proposed to be continued throughout the Final Design process.
All necessary effort will be carefully coordinated by A&O with the environmental firm(s)
and Early Piety under this scope to obtain maximum efficiency of this effort. Phase One (and
possible Phase Two) Environmental Audits, and any possible legal consultationregarding
purchase of property or determination of "Waters of the State" issues relating to the
environmental status of the Selva Lagoon will also be handled independently by the City on
an "as-needed" basis.
7. Initial Construction Phase Design Using Existing Permit: A&O will complete an
independent design of Sherry Drive and let this portion of the project to bid under the
existing SJRWMD permit. Design will be accomplished as 75% and Final Design Drawings
only, submitted for review by City Public Works for this First Phase of Construction. Design
will be for reconstruction of Sherry Drive from Atlantic Blvd to Plaza, including widening
to 24' pavement, depressing to accept drainage from numbered streets, adding curb & gutter,
providing normal-crown cross-section, and providing piped drainage .systems within Sherry
Drive from Ahern to 8~' St sized and set at elevationto accommodate adjacent proposed Core
City improvements. This design process will require the following special considerations:
a. Provide specialty design of outlet drainage piping to totally avoid all wetland
impacts, thereby avoiding having to acquire the previous rescinded ACOE permit or
develop a separate ACOE permit to allow impacts.
b. Provide separate analysis of the pre/post peak flows at City Hall, Selva Marina golf
course, and downstream of Fleet Landing for this sub-phase of the design. Develop
specialty design of outlet drainage piping to limit discharge flows on an interim basis
to avoid any increase in flows or rise in flood elevations in the above areas.

c. Design temporary transition segments to all Core City streets.
d. Use the proposed pipe size,~pipe elevation, and roadway elevation data from the
Preliminary Design Report Phase for the required final design criteria surrounding

e. Provide information copies to SJRWMD of the new, limited design of Sherry Drive.
It is agreed all coordination with SRC members and/or the City Commission members
regarding the 75%, and Final Design submittals will be accomplished by Public Works, and
any comments shall be included in their review comments.
8. Final Construction Design: Based on the Preliminary Design Report and meeting the limits
and pazameters developed within the Final Design of Sherry Drive delineated above, A&0
will commence effort on the Final Construction Design for the remainder of the entire.proj ect
in a single phase or design segment. Breakdown of this design. into separate portions to
allow the most efficient letting of contracts for construction will be handled by City with no
work effort by A&O.

Final Phase of Construction Design: A&O will develop 75%. and Final Design
Drawings only, submitted for review by City- Public Works for all remaining-
construction. Informal coordination with Public Works will be provided prior to
75% submittal for specific issues which are not clearly defined by the Study, and
specifics of these will be based on our continuing good working relationship with
Public Works. This will include design of
i. Regrading and stabilization of existing Semi-Hole Rd ditch between 16d' and
Saturiba Drive.
ii. Four (4) baffle boxes downstream of Sherry Drive, 11 `~ St, and Pine St, each
capable of accepting future proposed flows as determined by the Preliminary
Design Report.
iii. Improved drainage capacity, and associated maintenance access capability,
through Howell Park, while avoiding tree impacts.
iv. A box culvert under 11~' St at the Selva lagoon.
v. Structural revetment of the lagoon banks around the Selva Marina CC main
bridge (Bridge #6) will be designed, with associated re-grading of the area.
vi. CleaningJdredging of the Selva lagoon from Plaza to Mayport Rd.
vii. A weir control structure, ~5 cfs pump with 12" force main to headwaters of
Sherman Creek, and a X10 cfs pump over the weir.
.viii. Relocation (out of the flow line of the creek) of the existing large-diameter
force main at the box culvert under A-1-A at Puckett Creek.
ix. 1~`, 2na, 3rd, 4~, Sd', 6~, 7`~, 8~`, 9`~, 10~`, 11`x, and 12~' Streets, all between East
Coast Drive and Sherry Drive, all to inverted crown with no curb & gutter
with 20' pavement width throughout.

Street-by-street, independent design of each Core City street will be performed based
on careful, in-depth ssurvev of all specific existing conditions. Close coordination
with arborist Early Piety regarding tree canopy and.tree root zone protection issues
will be performed, including coordination with a contractor regarding specific
machinery capabilities and limitations for canopy and root restrictions. Conflicts
with sanitary sewer services will be carefully analyzed to every extent possible, and
all water and storm piping designs will be closclycoordinated with existing facilities.
b. Final Phase of Construction Design Reporting_ It is agreed all coordination with
SRC members and/or the City Commission members regarding the 75% and Final
Design submittals will be accomplished by Public Works, and any comments shall
be included in their review comments.. A&(~ will hold one (1) meeting with the City
Commission following the Final Design submittal to provide a brief verbal report
describing the final project design and to update the engineers cost estimate.
9. Stormwater SJRWMD Permit Modification and ACOE Renewal Submittals:
Following review and City approval of the 75% Design submittal for the Final Phase of
Construction Design, A&O will develop an overall "Permit Modification Submittal Design"
to SJRWMD and a "Permit Modification and Renewal" to ACOE for the entire prof ect. This
effort will include:

a. The entire project roadway and drainage design drawings, showing all detail
necessary for the SJRWMD and ACOE to adequately review and/or modify the
existing SJRWIVID and pending ALOE permits.... .

documentation; and 81/zxl l drawings,' including all wetland impact andmitigation
issues and pollutant load mitigation issues, for these submittals.
c. Submit permit packages for review by SJRWMD and ACOE, coordinate with those
agencies, and obtain approvals for the proposed design. Permit packages will include
"dust control" for existing dirt streets to be stabilized as discussed above.
The Final Design submittal to the City will incorporate all agency permit requirements.
10. Water & Sewer Design Permittiung_, Following review and City approval of the 75%
Design submittal for the Final Phase of Construction Design, A&O will make a design
permit submittal to Duval County Health Dept/FDEP for the water main improvements
design and to the Jacksonville Regulatory and Environmental Services Division for the
sanitary sewer improvements design for those agencies review and subsequent approval of
the proposed designs. A&O will coordinate with those agencies and obtain approvals for
each for the proposed designs. The Final Design submittal to the City will incorporate all
- agency permit requirements.
