SUBJECT: Follow-up
The following aze responses to questions and requests for additional information that were made
in recent City Commission meetings.
Retraction on Statement About City's 00-O1 Budget; At the last Commission meeting, one
citizen complained that the City's 00-01 Budget contained a number of items that they did not
support including an amount of $ 100,000 for park land acquisition. Part of the complaint was
that the amount was not designated for the acquisition of any specific property. I later
commented that the amount was to acquire the property recently approved by the Commission
adjacent to Plaza Drive. This statement was incorrect. The purchase of the Plaza Drive property
was to come from the City's 99-00 Budget and the $100,000 in the 00-01 Budget is not
earmazked for a particular piece of property.
Approval of Wells; Two people at the last Commission meeting claimed that the City had
prohibited them from installing wells on their property. The complaints were made in response to
the proposed water and sewer rate increase. The City of Atlantic Beach does not have the
authority to grant a permit for a well if it is to be used for drinking water. Instead, these permits
must come from Duval County, which typically does not permit wells if a municipal system is
available. Atlantic Beach only permits wells for irrigation systems, and no permits have been
requested by either of the two people who spoke at the Commission meeting.
Complaint About Sewage running down Stern Drive during Rain Storms; A resident of
Stem Drive complained to the Commission at the last meeting that raw sewage routinely runs
down the street during high rain events. After discussing this with the citizen it was determined
that he was referring to storm drainage running down the street and not sewage. Living outside
of Atlantic Beach's city limits, he called 7acksonville several times, and was wrongly referred back
to Atlantic Beach. This has been a common problem with Jacksonville dispatches.

Comments on Sewer Master Plan; Alan Potter raised a number of concerns about the City's
Sewer Master Plan at the last Commission meeting. See the attached memo from Donna
Kaluzniak for correct information relating to Mr. Potter's allegations.
Bad Water Comklaint; Another resident complained at the last Commission meeting about the
poor taste of the City's drinking water and related his experience in past yeazs with the Navy.
First, the City has not received any complaints about the taste of water at this location. City
employees went to the location to get a water sample from the spigot, although they were not
able to do so because of large dogs in the yard. A letter was sent to the owner asking that he
contact the City so that a water sample could betaken.
High Bill Complaints; Two water customers complained at the last Commission meeting that
their water bills were excessive, one stating that his bills had been "over $170.00" and the other
saying that the amounts had been much greater in recent months. One of these two has only been
a City water customer for three months and has used between 9,000 and 11,000 gallons per
month. The highest total bill he received has been for $67.63. The other customer has been a
long time resident and has never used more than 10,000 gallons per month. Normal usage has
been in the 4,000 to 6,000 gallons per month range, although 8,000 to 10,000 gallon readings in
summer months has been common since 1993 for this customer. The customer was advised of
her usage patterns and about how to get in touch with Catholic CharitiesBeaches for assistance in
paying utility bills.
Speeding on Sherry Drive; The Police Department conducted another traffic analysis of
motorists on Sherry Drive. Out of the 19,000 plus vehicles that were clocked, the average speed
was 25 mph. For additional information see the attached memo from David Thompson dated
September 25, 2000.

At the September 25, 2000 Commission Meeting, Mr. Alan Potter made some comments regarding
the 60% submittal of the Sewer Master Plan prepared by Smith & Gillespie Engineers, Inc., which
can be clarified by the following:
Mr. Potter stated that Smith & Gillespie performed a Water and Sewer Master Plan.
- Smith & Gillespie's contract was for a Sewer Master Plan only.
A statement was made that mapping of the sewer system was needed, but additional work
was added to analyze components of the sewer system.
- The sewer system analysis was part of the original contract approved by the City
Commission.
Mr. Potter discussed Smith & Gillespie's recommendation for the master wetwell and pump
station, and additional recommendations for pump and motor upgrades at lift stations A, B,
C,EandF.
- The lift station upgrade costs were prepared as an alternative comparison with the
master wetwell and pump station, not as additional recommended work. This
comparison demonstrated that instaltation of the master wetwell would be more
economical than upgrading all of the manifolded lift stations and force mains. The
master wetwell/pump station recommendation includes an upgrade of lift station E
only, and force main upgrades from lift stations B & C.
Cost of the upgrades to lift stations A, B, C, E and F were repeated, and Mr. Potter noted
that only impellers and bearings on the Gorman Rupp pumps need to be replaced. He also
stated the smaller motors could be replaced, and the larger motors could be overhauled at a
cost much lower than the estimates given by Smith & Gillespie.
- Smith & Gillespie's cost estimate for the alternative of upgrading the manifolded lift
stations was based on using larger pumps and/or motors~or five lifr stations. and
larzer force mains from three li t stations. Both the master wetwell/pump station
and lift station upgrade alternatives were based on jlow projections for the year
2010. The replacement of worn impellers and bearings on pumps, and rebuilding of
worn motors is standard maintenance, and is already performed on a regular basis.
Mr. Potter stated that the information and recommendations in the Sewer Master Plan
cannot be factual, accurate or true.
- Information and recommendations fn this master plan are the result of extensive
freld testing and evaluation, data collection, model development and engineering
analysis.

Subject: Speeding on Sherry Drive

Due to complaints of speeding on Sherry Drive, the Police Department conducted a traffic
analysis for 121 continuous hours to assess the traffic speeds on the roadway. The results were as
follows:

Max Percentage of Traffic over 10 MPH above Speed Limit: 1.1%
Summary: Every roadway has occasional incidents of excessive speed, and every incident is
unacceptable. However, the allegation that there aze numerous vehicles,
frequently driving at excessive speeds (50 & 60 MPH) on Sherry Drive, is not
accurate.
The Police Department will continue to run radar enforcement on Sherry Drive to
enforce the speed limits. However, there aze many locations throughout the City
that also need traffic enforcement, and Police resources will be allocated
accordingly.
