1) Finalize data collected for the "As-is now" spreadsheet to identify
clearly defined requirements for parking and discuss any
proposed changes
2) Review Mr. Wappes proposed suggestions for changes to 18th
Street as a possible recommendation to the Commission for action
prior to the start of prime beach-going season (Spring Break)
3) Answers to questions posed by Committee for Olsen & Assoc.
a. Who decides on behalf of CoAB how much parking exists?

ii. Confirmed by Florida DEQ
b. Are reduced paid parking rates for residents versus visitors
an option? (K. Reich)
i. Yes, per BTCA parking consultant these restrictions
were lifted in 2015. Confirmed by Mr. K. Bodge of
Olsen & Assoc.
c. ¼ mile radius of considered parking for beach dune
restoration as a crow flies or walking distance? (D.
Wappes)
i. Not walking distance, but exact radius (as a crow
flies)
d. 18th Street change from 40 to 50 parking spots from 2012
to 2014 and how are LSEVs accounted for in the credits?

i. The change in counted parking between 2012 and
2014 was simply due to what parking was
identifiable and marked at the time of the count.
ii. LSEV parking spots most likely do not give any
additional credit and may not be counted at all.
e. Signs, is it required and what is required? (P. O’Bannon)
i. Yes, requirement is fairly loose. What any
reasonable person could use to identify as beach
access parking.
4) Donner Road pedestrian safety concerns between Sandpiper Lane
and Mayport Road.
5) Ahern pedestrian safety concerns between East Coast Drive and
Sherry Lane.

understand parking obligations related to beach dune restoration.
