MEMORANDUM
TO: The Honorable Mayor
and Members of the C
FROM: Jim
SUBJECT: Follow-up
The following is the response to questions and requests for additional information that were made
in recent City Commission meetings.
Ardella Road Traftic Study; At a recent City Commission meeting a citizen expressed concern
about speeders on Ardella Road. The Police Department placed a speed measuring device on the
road for one week which recorded a total of 1,437 vehicles. The average speed was 17 mph with
30 cars over 30 mph and 8 cazs over 35 mph.
Boat Complaint at 887 Stock Street; A gentleman came to the last Ciry Commission meeting
complaining about a citation he had received from the Code Enforcement Officer for a boat
parked in his driveway. The timetable given to move his boat has been held in abeyance for 30
days so that the owner can apply for a variance to the Community Development Board.
Unopened Portion of Church Road; The Commission asked about the possibility of opening
Church Road so as to give the public a direct route from Mayport Road to Dutton Island.
According to City records, the necessary right of way to extend this road from its present
termination point at Mealy Street going west to Mary Street is owned by the Cities of Atlantic
Beach and Jacksonville. The City limits line is the center of Church Road (including the unopened
portion). If the City Commission wishes to pursue the opening of Church Road through this
unopened section, the concurrence of the City of Jacksonville should first be obtained. Attached
for your information are copies of an aerial photo of the area in question as well as a drawing of
the tax pazcels.

Survey of Property Owners in the First through Fifth Street Area Concerning Change to
RGl Zoning; During the last joint meeting between the City Commission and the Community
Development Board, staff was asked to prepaze and distribute a questionnaire to property owners
of parcels coned RG-1 in the vicinity of Fust through Fifth Street. Attached for your information
is a copy of that survey which will be sent out within the next few days.
Joint Sanitation Bids with City of Neptune Beach; It was suggested in the last City
Commission meeting that the City should coordinate with the City of Neptune Beach on the
timing of bids for sanitation services with the assumption that any economies from using the same
contractor could be better achieved by both cities making decisions at approximately the same
time. City staff has been in contact with Neptune Beach officials and believes the joint bid date is
a possibility. We aze also coordinating the language of the bid invitations so that many of the bid
specifications can be the same.
