Exh 4BAgenda #4B October 23, 2000 CTTY OF ATLANTIC BEACH CTTY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Effluent Outfall Repairs, Additive Alternate No. 1, (Phase II), Bid No. 9900-15 SUBMITTED BY: Donna Kaluzniak, Utility Direct DATE: October 17, 2000 BACKGROUND: The pier which supports the Beaches' combined effluent outfall line needs scheduled repairs due to the destructive nature of the saltwater environment. Repair plans were developed by Nadeem Zebouni, P.E., who recommended the work be completed in two phases.. The base bid for the project (Phase I) consisted of replacing all the lazge "U" shaped hazdwaze on the pier. The second phase of the repairs consisted of replacing all of the deteriorated X-bracing. We bid Phase II of the repairs as part of Bid No. 9900-15, "Additive Alternate 1" in May, 2000. Invitations were sent to four bidders, and one bid was received on May 31, 2000. We received several calls. from bidders who were initially interested, but determined the size of the project was too small. The sole: bidder was T.W. Blount, Jr. and Son Contracting Co. as follows: Base Bid (Phase I): $43,146.40 Additive Altemate No. 1 (Phase 1T): $44,220.00 At the time of the bid, we only had funds available to complete the Base Bid (Phase I), which was awarded to T.W. Blount, Jr. and Son Contracting Co. by the City Commission on June 12, 2000. Phase I of the repair project is nearly complete. The contractor has agreed to honor his original bid price for Additive Alternate No. 1 (Phase II) of the repairs. This contractor has performed all of the efIluent outfall pier repairs to date, and City staff has been very pleased with their work. BUDGET: Funds for this project are budgeted in the Sewer Utility Fund under account number 410- 4401-535-3400 in the amount of $45,000. Actual cost for the City of Atlantic Beach will be $14,725.26, as costs for this project aze shared by the three Beaches communities. RECOMMENDATION: Awazd the contract for Additive Alternate No. 1, Bid No. 9900-15 to T.W. Blount, Jr. and Son Contracting Co. in the amount of $44,220, and authorize the City Manager to sign the contract. ATTACHMENTS: 1. Bid Tabulation Sheet 2. Letter from Richazd W. Regazding Additive Alternate No. 1 for timber bracing. I have contacted our material suppliers and they along with myself have agreed to hold our price as quoted on May 31, 2000.
