AGENDA ITEM: Contract for Land Surveying

BACKGROUND:
Staffhas determined that a need exists for surveying in connection with various projects
in the city. In the past we have individually bid out surveying or have included it with other
projects. At this time, however, we believe that sufficient surveying needs exist to justify
contracting with a single firm for most city surveying needs. The principal needs involve
disputes about the location or size of a number of road rights-of--ways around the city.
Staff requested costs for surveying specific streets, as well as hourly rates for additional
work if it becomes necessary. We received two responses to our request for proposals from
Chazles Bassett & Associates, Inc. and Durden Land Surveyors, Inc. The proposal by Durden
was incomplete since they did not provide a listing of costs by street and; after several attempts
to obtain the requested information, it was staff's determination to recommend Charles Bassett &
Associates, Inc. In addition to providing all of the requested information, Charles Bassett &
Associates hourly rates aze lower.
BUDGET: Each of the streets to be surveyed has some dispute as to the size, location or
ownership of property. The surveys are the first step in the legal process ofresolving these
disputes. Because of this, the initial ?surveys will be charged to Legal, Professional Services,
001-1004-514.3100. Subsequent surveys, if for other purposes, will be chazged to the
appropriate project budgets, as is our normal practice. The listed street surveys total $16,625.00.
RECOMMENDATION:
Staff recommends the City Commission approve a contract with Chazles Bassett &
Associates, Inc. for the seven listed right-of--way surveys, for the quoted amounts, and other
projects, as needed, at the specified hourly rates.

the seven right of way sections. The following are our fees for the topographic surveys of
those individual sections of different roads.
1. Ardella Road $1,190.00
2. Begonia Street $3,150.00
3. Jackson Road $1,690.00
4. Jordan Street $1,420.00
5. Ocean Boulevard $4,490.00
6. Richazdson Lane $1,200.00
7. Tulip Street $3,485.00
These fees do not include the easemems or GPS coordinates if that is needed. Our hourly
.rates aze as follows;

Field Survey 3 man crew & Equipment $ 110.00/hour
Computer Assisted Drafting (ACAD) $ 50.00/hour
