Exh 4B4B NOVEMBER 13, 2000 November 13, 2000 STAFF REPORT CITY OF ATLANTIC BEACH AGENDA ITEM: Proposed uses for the proceeds of the.``/z cent sales surtax approved by the voters to become effective January 1, 2001. DATE: November 6, 2000 SUBMITTED BY: Nelson Van Liere, Finance Director. BACKGROUND: On September 5, 2000, the voters of Duval County approved a referendum imposing an additional ``/z cent sales surtax to fund the "Better Jacksonville Plan". As part of the plan, the municipalities within Duval County would receive 50% of the sales tax generated within the County allocated on aper-capita bases. This was to assure the citizens of the respective municipalities that a portion of the tax would directly benefit their communities. The distribution of the proceeds was agreed to by the City of Jacksonville and the other cities in an inter-local agreement approved by the City of Atlantic Beach this past June. The City of Atlantic Beach will benefit from this agreement by receiving a monthly distribution totaling about $500,000 a year. These distributions are expected to begin around February or March 2001. When the City's Annual Operating Budget was proposed, the availability of this revenue source was not definite. As a result, there were no appropriations designated in the operating budget. BUDGET: There is no budget for this revenue source. Creating a budget will require an ordinance to be placed before the City Commission for adoption to establish a new fund which will restrict it for allowable expenditures. The specified uses include the following: Roads and Transportation Environment / Quality of Life Economic Development Public Facilities Bond Indebtedness for (new projects ),of the above 4B NOVEMBER 13, 2000 mentioned types. The'/z cent sales surtax revenues cannot be used for the following: The operational expenditures of any infrastructure project except in connection with Tazgeted Economic Development Projects; To supplement or replace user fees or to reduce ad valorem taxes existing prior to the effective date of the Surtax; RECOMMENDATION: That the Staff and City Commission begin to assemble a list of eligible capital items to be prioritized and discussed for possible funding during the Spring of 2001 sttategic planning sessions. _~
