Exh 8B8B NOVEMBER 13, 2000 INTERLOCAL AGREEMENT AMONG THE CITY OF JACKSONVILLE, FLORIDA AND THE CITY OF ATLANTIC BEACH, FLORIDA AND THE CITY OF JACKSONVILLE BEACH, FLORIDA AND THE CITY OF NEPTUNE BEACH, FLORIDA COMMANDER, NAVAL REGION SOUTHEAST, U.S. NAVY FOR CONDUCT OF THE JACKSONVILLE INTERNATIONAL AIR AND SEA SPECTACULAR This INTERLOCAL AGREEMENT ("Agreement"), made and entered into this _day of , 2000, among THE CITY OF JACKSONVILLE, FLORIDA, a consolidated municipal/county government acting as a county ("Jacksonville"), and THE CITY OF ATLANTIC BEACH, FLORIDA, a municipal corporation in the General Services District of Jacksonville ("Atlantic Beach"), and THE CITY OF JACKSONVILLE BEACH, FLORIDA, a municipal corporation in the General Services District of Jacksonville ("Jacksonville Beach"), and THE CITY OF NEPTUNE BEACH, FLORIDA, a municipal corporation in the General Services District of Jacksonville ("Neptune Beach"), and the COMMANDER, NAVAL REGION SOUTHEAST; U.S. NAVY (CNRSE). IN CONSIDERATION of the mutual covenants contained herein and for other good and valuable consideration, the legal sufficiency of which is admitted to and agreed upon by the parties, the parties agree that: SB NOVEMBER 13, 2000 Summary: This interlocal agreement defines the convenants and responsibilities governing the Jacksonville International Air and Sea Spectacular. It is a week long celebration of city events, U.S. Armed Service activities, and family entertainment programs to be held in the Jacksonville area in November of each year. The primary goals of the annual November event are to foster positive community relations and to support military recruiting efforts. The Jacksonville International Air and Sea Spectacular is intended to be an annual regional attraction with airshow sites alternating between NAS Jacksonville and the Jacksonville Beach Oceanfront. This infer/oca/agreement formally creates a partnership which: Provides the City of Jacksonville, Atlantic Beach, Jacksonville Beach, Neptune Beach and surrounding beach cities /communities along with the high concentration of Naval commands and their service members an annual celebration which showcases the military's presence in the region. Fosters positive community relations by: Creating an opportunity for long term, mutual cooperation and commitment between city governments and area Naval commands to conduct an annual event of regional (vice local) attraction at an opportune time of year for the city and beach business communities. Offering an exciting family entertainment program which includes an airshow, open visitation to local military commands, and a demonstration of military capabilities Supports Armed Service recruiting Responsibilities: Jacksonville Special Event Coordinator represents Jacksonville's interests and provides special event production expertise and coordination for events including The Jacksonville Landing show and the Jacksonville Beach Oceanfront Airshow. Special Event Coordinator will serve as custodian for sponsorship money and write accounts payable checks using the sponsorship money raised to support the events. 8B NOVEMBER 13, 2000 Special Events Coordinator has fiduciary responsibility for conduct of The Jacksonville Landing event. The Navy, Jacksonville, and the Jacksonville Beach Oceanfront Airshow organization conduct sponsorship campaigns to cover the costs of The Jacksonville Landing show. Special Events Coordinator shares fiduciary responsibility for conduct of the Jacksonville Beach Oceanfront Airshow with Atlantic Beach, Jacksonville Beach and Neptune Beach. The Navy, Jacksonville, and the Jacksonville Beach Oceanfront Airshow Committee conduct sponsorship campaigns to cover the costs of Jacksonville Beach Oceanfront Airshow. COJ has overall responsibility for promoting the event as a regional attraction. Beach Cities: Atlantic Beach, Jacksonville Beach and Neptune Beach Atlantic Beach, Jacksonville Beach and Neptune Beach contributed sponsorship money of $10,000 from each city government for a total of $30,000 for the 2001 Jacksonville Beach Oceanfront Airshow, part of the Jacksonville International Air and Sea Spectacular. Atlantic Beach, Jacksonville Beach and Neptune Beach will provide some degree of city services in support of the Jacksonville Beach Oceanfront airshow. The level of support is under negotiation. Jacksonville Beach provides a show center facility for the Jacksonville Beach Oceanfront Airshow. The mall is available for tents, display booths, parking, vendors, and other festival requirements as necessary according to the Jacksonville Beach Oceanfront Airshow planning. Atlantic Beach, Jacksonville Beach and Neptune Beach share fiduciary responsibility for conduct of the Jacksonville Beach Oceanfront Airshow with Jacksonville Special Event Coordinator. Level of responsibility will be negotiated. The Navy, Jacksonville, and Jacksonville Beach Oceanfront Airshow organization conduct sponsorship campaigns to cover the costs of Jacksonville Beach Oceanfront Airshow. Atlantic Beach, Jacksonville Beach and Neptune Beach have secondary responsibility for promoting the eventas a regional attraction. Navy Commander, Navy Region Southeast delegates his authority to: Commanding OfFcer, Naval Air Station Jacksonville is charged to conduct the on- base airshow at NAS Jacksonville and for cooperation with Jacksonville to conduct the military demonstration at The Jacksonville Landing. 8B NOVEMBER t3, 2000 CO, NAS Jacksonville has fiduciary responsibility for the NAS Jacksonvi4le airshow and conducts sponsorship support for The Jacksonville Landing show. Commanding Officer, Naval Station Mayport is charged to support of the Jacksonville Beach Oceanfront Airshow by staging of static display and performing aircraft, by conducting a Naval Station Mayport open visitation program in conjunction with the oceanfront airshow, and by cooperaEing with Jacksonville to conduct the military demonstration at The Jacksonville Landing and the Jacksonville Beach Oceanfront Airshow. CO, Naval Station Mayport has fiduciary responsibility for the NS Mayport open visitation program and conducts sponsorship support for the Jacksonville Landing show and the Jacksonville Beach Oceanfront Airshow. In compliance with federal regulations, fiduciary support raised on base via Naval Station Morale, Weltare and Recreation Non-Appropriated Fund activities may not be used to support external activities at The Jacksonville Landing and the Jacksonville Beach Oceanfront Airshow. Jacksonville Beach Oceanfront Airshow Committee Jacksonville, Atlantic Beach, Jacksonville Beach and Neptune Beach and Commanding Officer, Naval Station Mayport serve as voting members of the Jacksonville Beach Oceanfront Airshow Commiftee. Mayport Merchants Association, Beaches Chamber of Commerce, Navy League, Ponte Vedra Chamber of Commerce and Convention and Visitor Bureau serve as at-large members and primary advisors. The Jacksonville Beach Oceanfront Airshow Committee the authority to hire and/or fire in order to accomplish the production of the Jacksonville Beach Oceanfront Airshow. That authority extends to but is not limited to hiring of sponsorship /advertising companies andlor airshow consultants. This interlocal agreement is effective from the date of its signing. It is renewable on an annual basis from the date. of its signing with the option to continue imperpitiuty. Prior to its effectiveness, this Agreement shall be filed with the Clerk of the Circuit Court; in and for Duva! County, Florida, by the Office of General Counsel of the City of Jacksonville, as required by Section 163.01(11), Florida Statutes. 2. This Agreement represents the entire agreement among the parties hereto for the distribution of funds under Section 212.055(2)(c), Florida Statutes. No statement, representation, writing, or agreement made by any party or any party's representative, which are not expressed herein shall be binding.
