SUBJECT: Raymond Auto Service Center (AKA Dagley Junkyard) Site Visit
of May 1, 2003
This memo will serve to document the visit that was made to the above-referenced facility on
May 1, 2003. Raymond Dagley,Donald Dagley, Alex Sherrer, Sally Heuer, Matt Kershner and
Pamela Green were present at the site. A site map of the facility is Attachment 1.
During the visit three main issues were discussed. The three main issues were Solid Waste,
Wetlands and Used Oil.
Solid Waste: The facility is currently in the midst of a large scale clean up (photos 1-6). Mr.
Donald Dagley hired Commercial Metals to deliver a mobile car crusher to the site to remove
scrap metal, cars, tires and other metals and car parts from the property. Mr. Donald Dagley
indicated that the clean up would continue for at least a few more weeks. All of the remaining
cars will be lined up in rows for sale or use of salvageable parts. There were still several areas
where solid waste was observed. The solid waste observed included waste tires, drink
containers, aerosol cans, empty oil containers and burned trash residue.
Wetlands: The site includes several wetland areas. There was some solid waste observed in
these areas that should be removed. This includes the waste mentioned above and two sunken
boats that are located in saltmarsh tidal wetlands.
Used Oil: The mobile auto crusher that had been crushing the cars was not on-site at the time of
the inspection. Gasoline was removed from the vehicles before they were crushed by a large
gasoline tank-piercing device (photo 7). No stains or odors of gasoline were observed in these
areas,but it was recommended to Mr. Dagley that secondary containment be placed under the
gasoline tank-piercing device (photo 8) in order to catch any spills of gasoline.
There was one small stain of what appeared to be gasoline in another area of the property. It
appeared as though a small amount of gasoline had spilled from one of the vehicles when it was
• being transferred to the crusher. This area was brought to Mr. Donald Dagley's attention, and he
was instructed to excavate the soil and place it into a small bucket for proper disposal.

A previous visit to the facility on March 12, 2003 revealed that a Mr. Joe Hill had been operating
an auto repair facility. Photos 9 - 14 show the condition of the section of the facility that Joe Hill
was operating as "Hill Auto Repair." During that visit Mr. Hill was instructed to collect all
automotive fluids in separate, labeled and closed containers; discontinue the practice of burning
solid waste, aerosol cans and used oil filters; clean up and properly maintain the area, and
excavate and properly dispose of any used oil stained soil. The May 1, 2003 visit to the Hill
Auto Repair area found that some effort had been made to remediate the Department's concerns.
Some solid waste was being collected in a trash container, but other solid waste remained on the
ground. Oily parts had not been removed from the ground, and some of the ashes from the
burned solid waste had been spread out over the ground, instead of being placed into the trash
container. These areas of concern were again brought to the attention of both Mr. Hill and Mr.
Donald Dagley, who promised to correct all of the issues as soon as the clean up of the rest of the
facility was complete.
No other areas of visible soil contamination were observed.
All of the areas of concern noted during the site visit were discussed with Mr. Donald Dagley at
the conclusion of the inspection. Alex Sherrer, City of Atlantic Beach Code Enforcement
Officer, is currently visiting the site on a weekly basis. He indicated that he would contact the
Department to arrange for a final site visit when Mr. Donald Dagley had completed the clean up
of the facility.
Subsequent to the site visit, Mike Fitzsimmons contacted Grazyna Pawlowicz of the Duval
County Health Department to request the Health Department to inventory and sample any private
wells in the area. A copy of a site map that was received from Ms. Pawlowicz is Attachment 2.
She indicated that the Health Department had performed some work in the vicinity of the facility.
She indicated that she would go back to see if she could find more wells closer to the property,
and that there were some potable wells that show presence of groundwater contamination. She
also indicated that the work would be performed within the next two weeks and that she would
provide the Department with the data as soon as it is available.
